This is a project position funded through June 30th, 2027.

The HCMACS Program Manager is in a unique position to innovate, lead, manage, and evolve the multi-agency HCMACS Program Management Office (PMO) to ensure a successful HCMACS Enterprise EHR implementation and ongoing sustainment. To date HCMACS Program has established the structure and culture for a multi-agency PMO and broader implementation team. This structure needs to be scaled and further operationalized, providing the opportunity for you to add your own touch. The program is beginning to transition from pre-implementation readiness activities into implementation activities and will be sustained through maintenance and operations.

About the division:

The Health Care Management and Coordination System (HCMACS) Enterprise electronic health record (EHR) Program focuses on improving care coordination and case management for Washingtonians through collaboration, shared technology, shared data, and innovative approaches across multiple state agencies and care settings. The Program’s Enterprise Program Manager is an essential role to fulfilling HCMACS’s mission and vision. HCMACS Program culture is energetic, action-oriented, collaborative, and results-driven. This position will contribute to efforts, assignments, and program culture.

About the position:


The HCMACS Program Manager (ITPM-M) supports the mission of the HHS Coalition HCMACS Program by providing cross agency leadership, collaboration, and expertise in development of the statewide enterprise platform. This role has overall responsibility of the program management office (PMO) which includes leadership and management of the master schedule, management and supervision of assigned staff, and management and maintenance of the project management plan, roadmap and other key technical project management deliverables to support the multi-agency implementation of the enterprise EHR. The implementation and ongoing support of the enterprise system requires advanced knowledge of electronic health record implementations (readiness, configuration, user & system readiness, testing, training, go-live stabilization) and their ongoing lifecycles and ongoing support of these systems.


This position is eligible to telework but is required to report on-site 1-2 business days a week, and occasionally more often to meet business need. Occasional travel may be required to meet with clients or partners, conduct business, or attend or provide training and/or conferences. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Duties

Some of what you will do:

  • Manage the HCMACS Program Schedule in Jira and Microsoft Project in collaboration with HCMACS Program and project management and leadership teams.
  • Serves as the technical program management advisor to HCMACS program leadership responsible for the technical implementation and support of the electronic health record across multiple state agencies and care settings.
  • Provides advanced EHR expertise to lead and manage the multi-agency PMO ensuring the program is on time and on budget. This role is responsible for the implementation schedule and execution of the schedule that includes technical readiness, configuration, user & system readiness, testing, training, go-live stabilization, and ongoing optimizations.
  • In partnership with the HCMACS Executive Program Director supports the rapid hiring and contracting of key staff and vendors to adequately resource the program
  • Supports the tactical and cultural onboarding of staff and vendors that includes ensuring third-party access to HCA systems, state laptops, and onboarding to HCMACS program teams and culture. This includes leveraging key vendors and their materials.
  • Provides strategic direction and advanced EHR implementation technical guidance to the HCMACS PMO. This direction is aligned with the program roadmap and HCMACS program leadership.
  • As the day-to-day manager of these roles and vendors this role will set up regular touchpoints to support organizational and individual milestones and objectives.
  • For vendors such as the OCM and QA vendor, this role serves as the immediate contract manager.
  • Facilitate, lead, and support operational and implementation working groups.

Qualifications

Required qualifications:


Qualifying candidates will meet one of the following criteria options:


Option 1:

  • Master’s degree in IT or IT related field.
  • Three (3) years of progressive (continuing to grow professionally) professional IT Experience in IT management or health care industries managing multiple large scale enterprise IT services projects.
  • Two (2) years as a Senior Level Supervisor supervising project/program managers in multiple technology areas and highly skilled technical staff.

Option 2:

  • Bachelor’s degree in IT or IT related field or equivalent.
  • Five (5) years of progressive (continuing to grow professionally) professional IT Experience in IT management or health care industries managing multiple large scale enterprise IT services projects.
  • Two (2) or more years as a Senior Level Supervisor supervising project/program managers in multiple technology areas and highly skilled technical staff.

Option 3:

  • Nine (9) years of progressive (continuing to grow professionally) professional IT Experience in IT management or health care industries managing multiple large scale enterprise IT services projects.
  • Two (2) years as a Senior Level Supervisor supervising project/program managers in multiple technology areas and highly skilled technical staff.

Option 4:

  • Three (3) years as an IT Senior Level Supervisor in State Government performing the experience listed above.

Required competencies:

  • Advanced experience implementing and maintaining electronic health records (EHRs).

  • Ability to develop and manage a multi-agency PMO responsible for the deployment and support of enterprise system.
  • Ability to develop, manage, and oversee a schedule within Jira to support the agile implementation of the enterprise EHR.
  • Ability to facilitate regular PMO meetings and working sessions with other technical project managers and directors.
  • Ability to develop and maintain relationships among internal and external stakeholders to include IT vendors and consultant contract management
  • Ability to lead, enable and motivate teams by providing advice and guidance.
  • Ability to quickly identify, address and resolve differences between individuals and/or interest groups.
  • Ability to uphold the goals and culture of the organization.
  • Proven ability to collaborate, build relationships and influence individuals at all levels in a matrix-management environment (as well as external vendors and service providers) to ensure that segregation and overlapping roles are identified and coordinated.
  • Exceptional written and verbal communication skills.
  • Strong business acumen, analytical, data-processing, and problem-solving skills.
  • Strong organizational skills, the ability to perform under pressure and management of multiple priorities with competing demands for resources.
  • Advanced knowledge of electronic health records and third-party applications to ensure the successful implementation and adoption of HCMACS enterprise EHR.
  • Strong knowledge of EHR implementation and ongoing lifecycles.
  • High levels of personal integrity when conducting the professional affairs of the organization and dealing with sensitive and confidential data relating to risks and costs.
  • Calmness and clarity of thought while under pressure.

Preferred qualifications:


  • Experience serving as a program/project manager for large scaled EHR efforts in particular Epic.
  • Project management certification (e.g., Project Management Professional)
  • A high level of expertise in leadership and facilitation of management-level workgroups and teams; experience managing highly skilled technical staff; and high level of expertise in project management.
