The Opportunity

WSDOT is seeking a motivated and skilled Transportation Engineer 2 (In Training) to join the Northwest Region Transportation Management Center (TMC). This is an exciting opportunity to work at the center of WSDOT’s real-time transportation operations, using innovative Intelligent Transportation Systems (ITS) technology and sound engineering judgment to help keep people moving safely and efficiently across the region.

As a key member of the TMC team, you will lead daily operations, operate and monitor regional ITS systems, provide guidance to other staff, and coordinate system activation and response during major events and incidents impacting WSDOT roadways. What to Expect

Among the varied range of responsibilities held within this role, Transportation Engineer 2 will:

• Perform ITS System Analysis, including data retrieval, reporting, and optimization.
• Utilize ITS tools and manage roadway facilities to respond to incidents affecting the transportation network.
• Apply engineering judgement and established response protocols.
• Coordinate with management, local agencies, transit, and field crews to ensure timely and appropriate action.
• Monitor and evaluate ITS system operations.
• Collect and analyze traffic data.
• Prepare detailed system performance reports for internal and external customers.
• Conduct before and after studies.
• Oversee daily operations using current incident management systems and principles.
• Guide staff as they monitor regional traffic.
• Coordinate and deliver training, manage training resources, participle in coordination meetings, and maintain documentation for TMC employees.
• Monitor and verify toll rates and system-displayed information for accuracy.
• Respond to blocking incidents and planned closures.

Qualifications

This is a Transportation Engineer 2 position. However, the hiring manager reserves the right to fill the position at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

To qualify for the Transportation Engineer 2 Level, the following are required:

• Engineering knowledge and application: Demonstrates strong understanding of civil engineering principles and apply intermediate-level civil engineering practices to transportation-related projects, designs and analyses.
• Technology and design software proficiency: Proficient in operating Windows based systems and software-including, Excel, Word, SharePoint, and Outlook; databases and computer aided engineering tools. Experience in CAD platforms such as MicroStation or AutoCAD to develop transportation design plans and estimates. Perform quality control reviews at various stages of project development.
• Data Analysis: Apply strong analytical skills to collect, interpret and analyze large data sets. Summarize findings into actionable reports that traffic, tolling and engineering operations.
• Technical writing and documentation skills: Produces and reviews technical design documentation, reports, and supporting materials with accuracy and attention to detail.
• Planning and organizational skills: Manages multiple projects, schedules, and deliverables simultaneously, maintaining organization and meeting deadlines in a dynamic work environment.
• Problem-Solving & Engineering Judgment: Identifies issues, evaluates alternatives, and applies sound engineering judgment to recommend solutions that align with standards, safety requirements, and project goals.

To qualify for the Transportation Engineer 1 Level, the following are required:

• Engineering knowledge: Demonstrates foundational understanding of civil, structural, geotechnical, traffic, transportation or a closely related engineering field with the ability to apply fundamental engineering concepts and mathematical principles (e.g. calculus, trigonometry, and construction-related math) to solve technical problems.
• Software proficiency: Proficient in operating Windows based systems and software, including Excel, Word, SharePoint, and Outlook; databases, and computer aided engineering applications.
• Data Analysis: Compiles large data sets and utilize software to perform detailed analysis and prepare reports under guidance of a supervisor.
• Planning and organizational skills: Strong organizational skills to manage concurrent projects, schedules, and deliverables.

To be considered for this opportunity, the following competencies are required at both TE Levels:

• Freeway Operations and Traffic Management: Working knowledge of freeway management practices and principles, with the ability to assess real-time traffic flow conditions and implement responsive traffic management strategies and tactics based on guidelines and Standard Operating Procedures (SOP).
• Data Analysis and Report Writing: Experience preparing traffic analysis and engineering reports for safety and capacity improvement projects on limited access multi-lane freeways. Strong technical writing and documentation skills.
• Collaboration and team coordination: Works effectively with diverse teams, supporting engineers, and external stakeholders.
• ITS Knowledge: Fundamental understanding of the ITS principles, technologies, and applications relevant to freeway operations.
• Planning and organizational skills: Strong organizational skills to manage concurrent projects, schedules, and deliverables.
• Technology and software use: Strong understanding of computer operations and proficiency with associated software, including Microsoft Suite products (e.g., SharePoint, Word, Excel, PowerPoint, etc.). Ability to rapidly multitask between multiple software applications in emergency situations.
• Commitment to learning and growing: Stays current on transportation practices, tools, and field procedures. Adapts to new methods, seeks feedback, and applies updated knowledge to improve accuracy, safety, and efficiency in daily tasks.
• Support Focused: Contribute to efficient daily operations by helping WSDOT staff and external partners, helping coordinate field activities, resolve routine operational issues, and ensure information and resources are delivered accurately and on time.
• Professional Communication: Communicated complex technical information clearly and professionally through written, verbal, and presentation formats, adapting content for both technical and non-technical audiences across virtual, phone, or in-person settings.
• Field Readiness and Safety Awareness: Able to travel to and work safely along highways and within active work zones, including navigating uneven terrain and confined spaces such as communication vaults.
• Growth Mindset: Actively demonstrates a commitment to learning and growth.
• Service-Oriented: Takes action to meet the needs of others.

The following qualifications are also required:

• A valid driver’s license and the ability to operate state-owned vehicles.
• Ability to travel to and work safely along highways and within active work zones, including navigating uneven terrain and confined spaces such as communication vaults.
• Ability to respond to the TMC within 1 hour outside of the regular work schedule while on-call. The incumbent may be expected to adjust work schedule to meet business needs, including ability to work one or two days on the weekend, nights, or holidays.

It is preferred that qualified candidates also demonstrate:

• Transportation Operations: Ability to monitor and assess high-volume, real-time traffic conditions in a major metropolitan transportation operations environment and make timely decisions that support safe and efficient traffic operations.
• Technology and Systems: Ability to quickly learn and effectively operate mission-critical software platforms and technology systems used to support transportation operations and real-time traffic management.
• Emergency Response: Ability to respond effectively to emergency situations and rapidly changing operational conditions, using sound judgment, established procedures, and effective communication to support safe and efficient transportation operations.
• Technical Plan Review: Ability to read, interpret, analyze, and verify contract plans and technical documents for accuracy, completeness, and compliance with project requirements and engineering standards.
• Leadership and Staff Development: Ability to train, coach, and support staff by providing clear direction, constructive feedback, and technical guidance while fostering a collaborative and productive work environment.

• In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
• This is a Transportation Engineer 2 position. The base salaries for each level are:
  1. Transportation Engineer 2: $80,190 – $107,870
  2. Transportation Engineer 1: $72,679 – $97,666
