This position works within the Buildings Unit of the Energy Division. This position is responsible for providing professional level program coordination and contract administration in implementing federally and state funded programs that support the Clean Buildings Performance Standard (CBPS). These programs include the Tier 1 and Tier 2 Early Adopter Incentives, Clean Buildings Performance Grants, Energy Audit Grants, State Project Improvement (SPI) Grants, Energy Efficiency Retrofits Grants, and Appliance Standards. This position works closely with internal and external stakeholders including state agencies, local government, and tribal communities, in addition to federal and state program and policy partners.

Duties

Program Coordination and Support:
•This position will support program coordination and contract administration across multiple programs ensuring standard processes are used.
•Plans and tracks progress towards program goals and objectives in coordination with multiple program managers, seeking input from internal and external subject matter experts and stakeholders as needed.
•Supports the development of guidance documents, tools, and resources for the Clean Buildings Performance Standard and other clean energy programs.
•Facilitate workshops and meetings related to the Clean Buildings Performance Standard and other clean energy programs.
•Review Clean Buildings processes to ensure key stakeholders understand the requirements and are supported in achieving compliance.
•Conducts program coordination, support, evaluation, and alignment of processes and policies, ensuring compliance with relevant state and federal regulations.
•Utilizes spreadsheets, databases, and information systems to conduct program reporting. Create reports, dashboards and presentations.
•Ensures program data is current and accessible to facilitate inquiries and reporting of key metrics.
•Organizes, coordinates, and solicits input from program advisory groups, technical experts, and external stakeholders to advance program goals.
•Supports the competitive and non-competitive grant and incentive application process, which includes solicitation of applications, convening subject matter experts and key stakeholders to assist with application review, reading, evaluating and scoring applications, organizing and conducting review meetings, and making recommendations to management for application awards. Evaluate applications and make funding recommendations regarding assigned applications.
•Supports negotiation, drafting, and executing grants and contracts and subsequent amendments to scopes of work and special terms and conditions.
•Conducts contract monitoring and risk management task including desk audits. Processes invoices.
•Provide technical assistance to contractors as fiscal discrepancies and/or issues arise or as requested by contractors.
•Handles service problems professionally and efficiently and follows established procedures to solve customer problems.
•Represents agency at professional meetings and conferences.
•Coordinates with others to streamline processes, develop best practices, and implement program delivery improvements.
•Monitor systems to process, announce and track program applications and subsequent contracts.
•Responsible for project management tasks such as planning, scheduling, budgeting, and creating project management documents.
•Tracks budgets and expenditures to ensure timely invoices to funders. Monitor submission of required data and expenditures, verifying timeliness, completeness, and accuracy by contractors.
•Supports the Clean Building portal that building owners use to comply with the CBPS. Review CBPS compliance applications in the Clean Building portal.
•Engage with supervisor to assist with resolving and negotiating complex issues.

Communications, Outreach and Education:

•Conducts outreach and prepares communications to generate interest in programs. Surveys existing communications and implement continuous improvements to media like websites and reports.
•Employ short and long-range strategic communications and outreach planning for CBPS programs.
•Create materials, templates and tools for customer and industry use such as compliance tools, calculators, flow charts, and user’s guides.
•In coordination with Communications staff, coordinate regular updates to webpages to ensure ease of use by customers, clear information, and accessibility of necessary resources.
•Design education campaigns for CBPS programs by identifying needs using customer feedback, assessing existing resources and creating new education materials.
•Supports the program managers in the development of key performance metrics for communication, outreach and education in program delivery in alignment with agency and division goals.
•Monitor communications and outreach tracking systems to connect with program metrics.
•Receive and monitor customer feedback to develop plans for corrections or improvements.
•Develop and implement strategies to improve coordination of services in communities.
•Develop and maintain cooperative community relationships with grantees, service providers and communities.
•Host webinars as needed to achieve program goals. Present in internal and external meetings.

Technical Assistance:
•Provide information and technical assistance to promote best practices in existing building energy use to building owners and operators.
•Coordinate and/or conduct training and provide technical assistance to public policy makers, staff and service providers.
•Develop and present programmatic, contract management, and other training onsite, at conferences, and workshops.
•Develop reference materials that help tell the story of the Energy Performance Standard for Existing Commercial Buildings and other assigned programs.
•Collaborate with Management Analyst in the development and maintenance of spreadsheets, databases and information systems to allow for quality program evaluation and management.
•Respond to requests for information from stakeholders, state and federal legislators, public associations, and private citizens.
•Prepare written reports, analyses, resources, and publications as required.

Cross Division and Agency Collaboration:
•Participate in agency-wide project workgroup opportunities including outcome measures, contracting risk workgroup, strategic breakthrough initiatives and other opportunities that align with the duties of this position.
•Provide regular updates to division staff and management on work of these cross-agency initiatives

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule.
