The Facility Professional Services (FPS) Division provides professional public works project management, energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.
About the Opportunity:
As a Resource Conservation Manager (RCM) within the DES Energy Program, you will help state agencies, public schools, higher education institutions, and municipal clients achieve their sustainability, energy efficiency, and carbon reduction goals. Working in close coordination with Energy Engineers on Energy Savings Performance Contracting (ESPC) projects, you will conduct initial client assessments, evaluate existing conditions, analyze historical energy consumption, and identify targeted conservation opportunities. You will deliver actionable technical assistance and comprehensive written reports to guide capital energy projects, directly improving the built environment to help foster a more sustainable and equitable future for all Washingtonians. Some of what you’ll enjoy doing includes:
- Meet with new and existing client agencies alongside the assigned Energy Engineer prior to launching ESPC projects.
- Walk facilities to evaluate operational conditions that directly impact energy consumption.
- Identify low- and no-cost efficiency improvements clients can implement independently.
- Provide technical assistance to support staff training and promote energy-saving behavioral changes among occupants.
- Help clients identify and develop capital energy projects focused on resource efficiency and carbon reduction.
- Analyze historical energy consumption data across client facilities.
- Deliver findings, assessments, and actionable recommendations in comprehensive written reports.
- Provide ongoing data analysis, periodic progress reports, and facility audits to track multi-utility usage, document cost savings, and evaluate equipment operations.
- Support long-range planning, carbon reduction goals, and sustainable practices by making actionable recommendations to client agencies.
- Satisfactorily complete other assignments and duties as assigned by the Energy Program Manager, the FPS Assistant Director, and the DES Director or Chief Operations Officer.
Qualifications

Required Qualifications:
Building Operator Certification Level 1 or Qualified Energy Manger Certification.

Six (6) years of combined experience and/or education that demonstrates competency related to this role.
Qualifying education will be in engineering, math, data science, environmental science, or the hard sciences.
Qualifying experience will be in data science, environmental science, electrical engineering, mechanical engineering, or related field.
Two (2) years of this experience must be at the professional level.

Demonstrated ability to:
Communicate effectively and resolve conflicts, working seamlessly both independently and in collaborative teams.
Successfully organize, direct, and manage multiple complex engineering projects.
Analyze facility energy flows, troubleshoot facility issues, and implement effective energy technologies.

Preferred Qualifications:
- Certified Energy Manager (CEM), Certified Energy Auditor (CEA), Engineer-in-Training (E.I.T.) or Building Operator Certification Level 2.
