- About the Division:About the Position:
The Deputy State Fire Marshal supports the mission of the agency by working to reduce our citizens’ vulnerability to fire, crime, terrorism, and natural hazards. In compliance with the Fire Prevention Division’s Strategic Plan, the certification program’s objective is to increase the level of professionalism in the Washington State fire service through firefighter certification.
This position specifically supports the mission of the agency and the division’s strategic plan through the delivery of accredited firefighter certification programs and participation in the Mobilization program; both which help to control risk to life, property, and community vitality that may result from destructive fire and emergency incidents.
This position is responsible for research, development, maintenance, revisions of standards, and day-to-day work and oversight of assigned program objectives in accordance with the policies and procedures of national accreditation entities, agency policies and standards, and division/section procedures.
This position develops procedures for review and final adoption in compliance with accreditation entities to meet evaluation and accreditation requirements. The position also develops and provides testing requirements to evaluate occupational competencies, assisting in designing certification examinations, performing statistical test analysis and test validation.
This position manages the firefighter certification test item bank, produces and maintains a confidential inventory of certification exams, and facilitates the scoring of exams and reporting of exam results.. This position also provides technical support to test personnel, coordinates and participates in technical advisory groups who aid in the enhancement and oversight of the test personnel and firefighter certification programs, and maintains test administration personnel records.
This position coordinates the development and maintenance of the firefighter certification database.
This position participates in the day-to-day activities within the program, including test grading, data entry concerning testing data, and other duties to ensure timely customer service.
This position makes recommendations for necessary program improvements, represents the Fire Protection Bureau to external stakeholders and other groups at meetings pertaining section programs as assigned and supports the Emergency Operations Center and field response functions during fire mobilization events.
The Fire Prevention Division is active in providing a variety of Fire Protection services including all risk mobilization, fire inspections on licensed care facilities, plan review of schools, data collection, analysis, hazardous materials training, and the licensing and certification of the fire sprinkler, fireworks, and cigarette industries to both public and private sectors. These sections provide planning, training, and technical assistance for firefighters and emergency responders who are mobilized for statewide emergencies such as hazardous materials, earthquakes, nuclear facilities, as well as other high-risk situations.

Under general direction from the Chief Deputy State Fire Marshal, you would be responsible for:
Management and security of firefighter certification test banks in order to meet adopted national standards for professional firefighter qualifications and the guidelines of accrediting bodies.
Scores and processes written/computer-based exams and prepares results for distribution.
Responds to and supports mobilization incidents as Subject Matter Expert on the mobilization plan.
Participates in delivery of Test Administration Personnel (TAP) training.
Performs other duties as assigned to support agency, bureau, and section programs.
This position interacts with fellow Professional Development & Response section employees, other Fire Protection Bureau employees, external fire service stakeholders, and representatives of other allied agencies.
Qualifications

Required Qualifications:
- High school diploma or GED equivalent.
- Must possess a valid, unrestricted Washington State Driver's License or able to obtain one within 30 days of employment for response to mobilizations.
Conditions of Employment:- Successful completion of a pre-employment polygraph examination and background investigation.
- Must successfully pass and obtain the ICC Fire Inspector 1 certification within 6 months of employment;
- Must successfully pass and obtain the ISFAC or Pro Board accredited NFPA Fire Instructor 1 within 1 year of employment.
