DESCRIPTION

The Senior Director, Physician Affiliations and Finance serves as lead strategist and has broad level authority to represent UC San Diego Health with constituencies such as faculty, senior administrators, other UC locations, Office of the President, public agencies and the community. Advisor to senior executive(s) who is responsible for a highly complex or diverse and broad organization, and/or over functions that are mission-critical in nature. Incumbent may hold unique high-level responsibility such as representing the university as a board officer. Provides direct policy and communications expertise, collaborating with senior executives on short- and long-range planning. Participates on committees, task forces responding to a variety of issues and handling sensitive negotiations with little or no precedence, requiring expedient and diplomatic action. Applies breadth and depth of institutional knowledge to develop sound long and short term strategic plans and build relationships with key constituencies and stakeholders. Identifies, formulates and advises on policy development and implementation. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Internal and external contacts often pertain to organizational plans and objectives. Is considered a subject matter expert within the organization and often recognized as an expert externally in the industry.

Key Responsibilities:
* Provide strategic and operational leadership in the development and execution of physician alignment strategies that support institutional growth across community hospitals and key clinical programs.
* Collaborate closely with the Health System’s Chief Health Officer to implement scalable physician engagement models for the East Campus Medical Center (ECMC) and other community hospitals aligned with UCSD Health enterprise priorities.
* Utilize expertise in various physician alignment models, including call coverage agreements, clinical services agreements, management services agreements (MSAs), MSOs, and Joint Ventures to structure physician affiliations.
* Partner with Finance and Legal to develop and implement fiscally responsible and compliant contractual agreements that support both strategic and operational objectives.
* Lead the negotiation, execution, and oversight of physician affiliation agreements with independent and external medical groups.
* In collaboration with Finance Chief of Staff, design, analyze and manage Funds Flow structures/reports and clinical services agreements between UCSD Departments/Divisions and community hospitals, ensuring accountability and performance monitoring.
* Collaborate with the Chief Health Officer and his/her executive leadership team, Business Development, Strategy, and Finance to design and monitor business plans that drive sustainable growth, enhance physician engagement, and deliver measurable outcomes.
* In coordination with Finance, develop and maintain monthly reports and dashboards to track key performance indicators (KPIs), maximize return on investment (ROI) from physician affiliations and assist with development of ECMC’s monthly P&L statement.
* Serve as a trusted strategic advisor to senior leadership, ensuring physician partnerships are aligned with institutional goals, financial stewardship, and enterprise-wide initiatives.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in related area and seven or more years of relevant experience in healthcare leadership specifically in the areas of ambulatory growth, physician alignment within hospitals and large health systems, and physician group finance and operations.
  • Five or more years of healthcare consulting experience providing strategic and operational leadership in the development and execution of physician alignment strategies that support institutional growth across community hospitals and key clinical programs.
  • Five or more years of experience establishing financial arrangements between hospitals and community physicians and physician groups.
  • Knowledge of the legal constraints and opportunities for healthcare in the State of California and through Federal programs and regulations.
  • Advanced consulting and strategic skills specifically in the areas of ambulatory growth and physician alignment within large health systems.
  • Demonstrates advanced strategic thinking and consulting skills in guiding the organization toward workable strategies and solutions.
  • Expert knowledge of organizational processes, protocols and procedures.
  • Advanced analytical, problem-solving, project planning and implementation skills.
  • Skills to effectively lead highly significant engagements from inception to conclusion.
  • Highly-skilled in navigating complex organizations.
  • Advanced written, verbal and presentation skills for influencing and facilitating sustained change.

PREFERRED QUALIFICATIONS

  • Advanced degree in a relevant field of study (MBA, MHA, Finance.)
  • Twelve or more years of progressive healthcare and large physician group leadership.
  • Current UC San Diego employee.

Pay Transparency Act

Annual Full Pay Range: $168,800 - $341,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $80.84 - $163.41

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
