Summary

The Pharmacoeconomics and Formulary Program Manager serves as a system-wide leader in optimizing medication use, promoting cost-effective drug therapy, and supporting formulary management across the Minneapolis VA Health Care System (MVAHCS) and its CBOCs. This role focuses on developing, coordinating, and maintaining programs that support drug cost containment, evidence-based prescribing, and medication safety at all points of care.

Major Duties

Key responsibilities include collaborating with clinical and administrative stakeholders at the facility and VISN levels to implement strategies that reduce medication costs while maintaining high-quality patient outcomes. The Program Manager ensures accurate drug pricing and accountability within the electronic health record and aligns all drug therapy management with national, VISN, and local policies. The incumbent is responsible for monitoring, evaluating, and reporting outcomes of the pharmacoeconomics program. The position oversees core formulary and pharmacoeconomic programs, including the Prior Authorization Drug Request (PADR) process. The Program Manager provides evidence-based pharmaceutical guidance through direct and indirect interactions with providers, patients, and interdisciplinary teams. Additional responsibilities include policy development, quality improvement initiatives, and coordinating staff education to enhance formulary compliance, cost-effective prescribing, and optimal patient outcomes across the health system. The position requires extensive knowledge and skill in using databases, query tools and analytics for pharmacoeconomic analysis. FUNCTIONS OR SCOPE OF ASSIGNED DUTIES: Facility Program Management (25-90%): The incumbent will provide oversight of pharmacoeconomic programs within the Minneapolis VAHCS. Activities include: 1. Responsible for developing, organizing, coordinating and managing all pharmacy aspects of Pharmacoeconomics program (eg therapeutic conversions, deprescribing, and other cost savings initiatives). This includes the ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area. It also includes establishing program goals and the development or adjustment of operational plans and procedures to achieve them. 2. Prospectively identifies areas of improvement for medication use by conducting drug utilization reviews including atypical prescribing considerations. 3. Assists in assuring that Pharmacoeconomics programs are compliant with all regulatory and accrediting body requirements (i.e. Joint Commission, FDA, ASHP, OIG etc.). 3. Plans, coordinates, develops and implements quality improvement programs for medication management services in the Pharmacoeconomics program and coordinates activities with the other Minneapolis VA Health Care System (MVAHCS) pharmacy medication management services. 4. Evaluates pharmacy related performance measures for this group of patients and initiates program changes to achieve measures (ie SAIL Pharmacy Efficiency, PBM LOCs, PBM Additional Cost Savings.) Pharmacy Program Management (5-25%): The incumbent will be involved in the independent professional practice of pharmacy in accordance with the guidelines set forth in pharmacy service policies and procedures, VA Regulations, and federal laws governing the practice of pharmacy. The incumbent will work in conjunction with other pharmacy staff and other health care professionals to form an organized team approach to the delivery of pharmaceutical care. Activities include: 1. Responsible for developing, organizing, coordinating, and managing all aspects of the pharmacy formulary program. This includes the ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area. It also includes establishing program goals and the development or adjustment of operational plans and procedures to achieve them. 2. Collaborates with the Pharmacist Inventory Manager to provide cross-coverage for the issuance, review, and response to all drug recalls received by Minneapolis VA, healthcare system-wide. Education (1-10%): 1. Assists in the training of pharmacy employees, pharmacy residents and Pharm.D. students as assigned to the practice area in coordination with the Associate Chief of Pharmacy for Quality and Education. Develops/assists in developing appropriate rotations and learning opportunities for pharmacists, pharmacy residents and/or pharmacy students. Precepts trainees in advanced clinical pharmacy practice areas. These learning experiences will be documented and evaluated appropriately and timely. 2. Works with vendors and pharmacy leadership to implement inventory related training and disseminate information to staff. Research/Project Management (1-10%): 1. Participates in projects as assigned and as they relate to the program area, demonstrating effective project management skills. When necessary, obtains proper approval from direct supervisor, regulatory bodies such as the Research and Development Committee, the Institutional Review Board, and other committees.
