Duties

  • Duties listed are at full performance grade GS-12 level.
  • Evaluate effectiveness of existing wildland fire and aviation management programs to provide recommendations for improvement and success of the program.
  • Provide technical expertise in strategic and local fire planning analysis systems, models, and decision support systems.
  • Assist with review of plans developed at the regional level to ensure they reflect national, regional, and local management goals related to fire and aviation management.
  • Provides wildland fire planning technical support and coordination to fire management officers, land or resource management staffs, and planners throughout the region/area.
  • Works towards an interagency approach to wildland fire management planning, striving for consistency in strategic fire planning analyses to ensure efficiency and effectiveness between cooperating agencies.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Specialized Experience Requirement:

For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least to the GS-09 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Examples of specialized experience are: Assisting in developing and evaluating prescribed fire plans or fire management plans. Providing guidance on data collection and evaluation of fire hazard risk, fuels, historic fire occurrence, fire effects, climatology and weather. Assisting in developing annual program of work including budget allocations and severity requests for fire and/or aviation management. Utilizing fire planning analysis systems, models, and decision support systems.

For the GS-12 level: Applicants must have one year of specialized experience equivalent to at least to the GS-11 grade level. Examples of specialized experience are: Providing expertise for short and long term strategic fire management planning, assessments, and interagency and/or unit fire management plans; evaluating the technical aspects and effectiveness of existing wildland fire and aviation management programs and providing recommended changes or initiatives to improve the overall efficiency and success of the programs; performing data collection and evaluation of fire hazard risk, fuels, historic fire occurrence, fire effects, climatology and weather and providing wildland fire planning technical support and coordination with fire management officers, land or resource management staffs, and planners throughout the local area.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336© (CSRS) and 8412(d) (FERS). Prior wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.
