The Human Resources Management Department works to position Travis County as an employer of choice through balanced, efficient and collaborative strategic partnerships. This role is all about connection, precision, and customer service. You’ll serve as the go-to operational partner for recruiters and hiring managers, driving scheduling excellence, workflow optimization, and interview process. You’ll set the bar for how we deliver a world-class recruiting experience - where hiring managers feel supported, informed, and able to provide the highest quality candidate experience possible.
The ideal candidate:
Collaborates strategically with hiring managers, vendors, and other stakeholders to attract the best candidates to county positions
Is comfortable working with all levels of staff, from HR Liaisons to County Executives and Elected Officials
Communicates effectively to guide departments through the recruitment process
Is proactive in seeking out talent, building pipelines, and using creativity to source the best candidates
Ensures a seamless and positive candidate experience
Utilizes recruitment data and analytics to support recruitment initiatives and process improvement
DISTINGUISHING CHARACTERISTICS:
This is a job classification within the Human Resources job family. This is the senior level Recruiter position working at the corporate level. Performs advanced level of sourcing and recruiting duties for the Travis County. This position works under direction with increasing latitude for independent judgment.

Duties and Responsibilities

- Manages full cycle recruiting process for candidates, delivering a seamless and positive candidate experience.
- Advanced knowledge of modern applicant tracking systems (ATS) that attract top talent.
- Consults with hiring managers to understand their recruitment needs, develops creative sourcing strategies to leverage diverse high caliber candidates, and prescreens candidates to assess their qualifications.
- Develops recruiting metrics to measure recruiting success and develops strategies to exceed deliverables.
- Develops a working knowledge of departments to quickly identify hiring needs at the department level, as well as how that aligns with the broader organizational culture.
- Develops pipeline of talent, utilizing social media, decreasing time to fill.
- As a Senior level employee, may be asked to perform other tasks or projects designed to drive the advancement of our recruiting strategy.
Minimum Requirements

Education and Experience:
Bachelor's degree in Personnel Management, Human Resources Management, Public Administration, Business Administration or a directly related field AND five (5) years of experience in sourcing and/or recruiting candidates or related field;
OR,
Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
Licenses, Registrations, Certifications, or Special Requirements:
- Valid Texas Driver’s License.
Preferred:
Professional in Human Resources Certification (PHR) OR, Society of Human Resources Management Certified Professional (SHRM-CP).
Knowledge of:
- State and local government budget, planning, systems, documents, issues, and trends.
- ATS and HRIS systems.
- Service oriented and hands on practitioner that is a strategic resource and partner for organizational talent needs.
- Computer equipment to include: word processing, spreadsheets, databases and a variety of software packages.
- Outstanding communication skills, both verbal and written.
Skill in:
- Online or social media sourcing and recruiting techniques.
- Developing sourcing and recruiting polices, metrics, and reports.
- Explaining complicated technical problems in simple non-technical language.
- Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the general public.
- Serve as the organizations subject matter expert on best practices in recruitment strategies.

Physical requirements include the ability to lift/carry up to 20-50 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions.
Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.The negotiating salary range for this role is: $85,000.00 - $91,000.00
Work Hours: 8 am - 5 pm, Monday-Friday. This position is eligible for a hybrid work schedule based on business need with some mandatory in office scheduling.
