Administers clinic operations, develops and implements policies and protocols, and establishes cost-effective and patient-oriented objectives to support operational excellence and equity in service delivery. Directs and manages the delivery of outpatient health care clinic services. Plans, directs, supervises, schedules, and evaluates the work of professional and clinical staff, ensuring alignment with organizational goals, policies, and regulatory requirements. Provides strategic leadership and day-to-day oversight of administrative and healthcare operations to ensure consistent, high-quality, and patient-centered services.
Distinguishing Characteristics
This is a specialized classification within the Management job family. This classification is distinguished from other similar jobs due to the specialized nature of clinic and healthcare-related operations. This role is responsible for oversight of administrative and operational activities within a healthcare clinic setting. Responsible for directing, planning, organizing and coordinating the day-to-day administrative and operational functions within outpatient clinics. Supervises the work of direct healthcare staff to ensure quality health services are provided to patients. Duties and Responsibilities

- Provides strategic direction and oversight for clinic operations and clinical staff including .
- Manages recruitment, training, performance evaluation, discipline, and professional development of staff.
- Oversees scheduling, staffing, and workload distribution to ensure adequate coverage and continuity of car.
- Develops, implements, and monitors clinic operational policies and procedures.
- Monitors compliance with healthcare standards and applicable laws.
- Prepares, manages, and monitors operating and capital budgets.
- Collaborate with executives, department heads, and external partners to enhance services.
- Oversees quality assurance activities and patient satisfaction programs.
- Administers and audits electronic health record (EHR) systems for accuracy and compliance.
- Represents clinic operations at meetings, forums, and community events.
- Responds to escalated patient or community concerns and resolves systemic service issues.
- Performs other job-related duties as assigned.
Minimum Requirements

Education and Experience:
Bachelor’s degree in Healthcare Administration, Business Administration, or a directly related field AND five (5) years of professional experience in a healthcare related facility including two (2) years of supervisory experience;
OR,
Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver’s License
Knowledge of:- Principles and practices of public sector management.
- Federal, state, and local healthcare laws, regulations, and accreditation requirements.
- Budget development, fiscal management, and resource allocation.
- Clinical operations, healthcare delivery systems, and EHR administration.
- Change management methods and process improvement frameworks.

- Leadership principles, including motivation, delegation, and organizational behavior.
- Strategic planning methodologies and project management principles.
Skill in:- Preparing and delivering clear, engaging presentations to various audiences.
- Using technology tools including MS Office Suite (Excel, Word, PowerPoint), Canva, and other presentation software.
- Supervising, supporting, and developing teams and staff.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 5-25 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions.
