Responsible for the coordination, status reporting and stability of moderately complex IT and Non-IT project-oriented work efforts. Manages one or more projects simultaneously. Follows established project management processes and methodologies for the Project Management Office (PMO) to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Responsible for project planning, tracking key project milestones and adjusting project plans and resources to meet customer needs.

Distinguishing Characteristics:

This is the first in a series of three project manager-related job classifications within the Project Management Office (PMO). Coordinates and directs the work of staff engaged in moderately complex Information Technology and Construction related projects in a matrix environment. The Project Manager I may direct the work of one or more projects while functioning as project staff on other projects. This classification may require a flexible work schedule in order to meet the needs of the department.

Duties and Responsibilities

  • Manages one or more moderately complex projects simultaneously, using established methodologies and processes.

  • Develops, maintains and communicates project documentation, including project definition, schedules, milestones and budget plans.

  • Determines project methodology.

  • Assembles project team, assigning individual responsibilities and coordinating activities.

  • Leads and facilitates project team meetings to identify and resolve issues impacting project success.

  • Elicits and documents project requirements from key stakeholders. Communicates project status, issues and/or concerns with management and appropriate stakeholders.

  • Ensures timely completion of projects and meets project deadlines. Develops contingency plans for projects.

  • Provides quality assurance to project deliverables.

  • Ensures projects are completed within budget and other resource constraints.

  • Supports and contributes to the Agency's goal of ongoing process improvement, and adherence to Project Management Institute's PMBOK.

  • Responsible to deliver projects for the Travis County Sheriff's Office with an approved project schedule and budget. Responsible for implementing assigned projects related to Federal, State or Local standards and perform related duties as assigned

  • This position will be responsible for developing the scope for the projects assigned and managing the scope of the project throughout the project development process. This includes and is not limited to development of the project team, development and management of the project schedule, development and management of the project(s) budget, development and management of the project(s) financial plan, the development and management of the risk management plan, and management of the change management process.

  • Responsible for leading and directing the project management team (PMT) in the development of a project schedule for the project delivery process for each project assigned. This would include the management of the schedule throughout the project development process.
  • Responsible for coordinating the project development of assigned projects with the project team to identify risk associated with the development of the projects. This would include development of strategies to mitigate, minimize, avoid, accept, or exploit the associated risks.

  • Responsible for leading the change management process for proposed modifications to the project scope, budget and schedule.

  • Leads the project development process to ensure that the products developed will go through a quality management process. This would include the management of resolving disputes throughout the project development process.

  • Advises and otherwise provides assistance to Travis County projects as described by federal, state, or local statutes or Inter-Local agreements.

  • Provide assistance, training, advice and guidance to business analysts and related staff in advanced and complex aspects of project management scheduling and budgets as needed.

  • Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:

Bachelor's degree in Computer Science, Information Systems, Business Administration or a directly related field AND five (5) years of relevant work experience, including two (2) years managing projects;

OR,

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:

Valid Texas Driver's License.

Preferred Requirements:

• Bachelor's degree in Architecture, Structural, Mechanical, Electrical, Civil Engineering, or a directly related field AND five (5) years of relevant work experience, including two (2) years in project management;

• Certified Project Management Professional (PMP) or similar certification.

• Experience in Information Technology and/or Construction Management.

• Ten (10) years of experience in project management, overseeing complex, cross-functional projects within a government, law enforcement, public sector, or similarly structured organization.

• Strong knowledge of project management methodologies (e.g., Agile, Waterfall, or hybrid approaches), with proven experience in implementing these methodologies across diverse teams and project types.

• Demonstrated experience working in a matrix environment, effectively managing multiple high-priority projects across different disciplines, such as technology, construction, finance, engineering, or other operational areas, with limited staff support.

• Proven ability to lead change management initiatives, introducing new processes, methodologies, or systems in a complex organization, with a track record of successful adoption and implementation.

• Exceptional communication and stakeholder management skills, with experience working closely with senior leadership, elected officials, and external stakeholders to align program goals with organizational objectives.

• Experience in budget management and financial oversight for large-scale projects, including resource allocation, cost control, and financial reporting, across multiple project types.

• Familiarity with Travis County and TCSO policies, procedures, budget rules, and regulations is highly preferred, ensuring smooth navigation and adherence to established practices.

• Knowledge of relevant laws, regulations, and compliance requirements related to government or public sector operations, such as procurement regulations, safety standards, or project management best practices.

  • Federal, State, Local and County applicable laws, rules, regulations and guidelines.

  • Information technology hardware, software and peripherals or principles and practices of architecture or engineering and all other professional building construction disciplines, as related to assigned function.

  • Request for Proposal (RFP) development, evaluation and negotiation.
  • Computer equipment to include word processing, spreadsheets, databases and a variety of software packages.

  • May be required to develop knowledge of and adhere to federal and state laws requiring the confidential handling of certain health information.

Skill in:
  • Using industry standard project management tools.

  • Managing staff, allocating resources and evaluating programs.

  • Leadership, collaboration and negotiation techniques.

  • Developing and monitoring programs and related budgets.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 35-40 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, sitting, walking, climbing, crawling, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, and squatting to perform the essential functions. Subject to exposure to variations in extreme heat, cold, mechanical, fume/odor, and dust/mites.

Work Hours: 8:00AM to 5:00PM, Monday through Friday
