Job Summary

Performs road construction and general maintenance work in one or more specialized public works programs. Work includes reconstruction/ rehabilitation, surface maintenance, secondary drainage, right-of-way maintenance, burial services, cemetery maintenance, commodities delivery, customer services programs, traffic markings, asphalt markings/legends, signs, and other devices used to regulate, warn, or guide traffic on streets, roads, pedestrian ways, bikeways, or other public roads.. May assist with the fabrication of road signs and barricades and performs traffic control within road construction work zones.


Distinguishing Characteristics

This is the second in a series of four (4) road maintenance-related job classifications within the Maintenance job family. This classification is distinguished by performing general road maintenance work, drainage system maintenance work, mowing grass, removing brush and debris from rights-of-way, and performing general traffic control at work site. This classification may require a flexible work schedule in order to meet the needs of the department.

Duties and Responsibilities

  • Performs general road maintenance labor associated with tasks required to repair roadways and rights-of-way, including mixing and pouring concrete, sealing cracks and patching roads, and cleaning drains and ditches.
  • Operates vehicles and equipment associated with roadway and right-of-way maintenance, including but not limited to pickup trucks, tractors, slope mower, mini-excavator, small compactor, woodchipper, skid steer, forklift, lift/bucket truck, hydro mulcher, dump trucks, knuckle boom, tank trucks, loaders/backhoes and rollers.
  • Removes trash, erects fences and barricades, installs culverts, repairs, and erects signs, places hot or cold asphalt mix, repairs driveway approaches and applies dust control emulsion to roadways.
  • Installs and maintains traffic control signs and asphalt markings and striping in compliance with the state, federal and local laws, codes, regulations, and procedures. Assists in fabricating road signs and barricades for traffic control in road construction areas.
  • Installs, erects, and processes materials associated with roadway and right-of-way maintenance.
  • Provides assistance, as directed, during emergency situations, such as floods, severe weather and accidents.
  • Performs general traffic control at the job site to ensure a safe working environment. Places and gathers traffic control signs and barricades within construction work zones and directs traffic within zone. Observes safety precautions and follows safety rules and regulations.
  • Performs preventative vehicle and equipment minor maintenance and repairs. Checks oil, water, fuel, services tires, makes appropriate adjustments prior to leaving the job site. Maintains mileage and service record on vehicles driven.
  • Maintains accurate daily record of daily activities including time keeping, materials utilized, equipment deployed and other job-related job site issues, inputs data into computer software.
  • Attends meetings, conferences, or other educational classes and participates in training offered by the County and applies information to work assignment.
  • Communicates with employees at all levels and the public to receive and relay factual information and to facilitate public relations.
  • Cuts and removes brush, mows grass and weed eats along roadside, and removes safety or health hazards, including dead animal removal and disposal from rights-of-way.
  • Assists with indigent burials and cemetery grounds maintenance, as required.
  • Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:

One (1) year of construction and general maintenance experience including landscaping work or traffic control device fabrication and sign installation and maintenance;

OR,

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.


Licenses, Registrations, Certifications, or Special Requirements:

Valid Texas Driver’s License.

Valid Texas Commercial Driver’s License (CDL).

Tank Vehicle (N) Endorsement.

Preferred:

High School diploma or G.E.D.

Class A Texas Commercial Driver’s License.

Tank Vehicle (N) Endorsement.

Work Zone Flagger Training certificate and/ or Work Zone Traffic Control Instruction certificate or related type certificate.

Background in Chip Seal and Asphalt Operations

Knowledge of:

  • Policies, practices, procedures, and methods of assigned function.
  • Applicable safety practices and regulations.
  • Texas Motor Vehicle Code and other codes, laws and statutes relating to assigned function.
  • Light equipment and tools used in road maintenance.
  • Traffic control signs, sign construction and installation, asphalt striping, markings, and legends in compliance with state, federal and local laws, codes, regulations, and procedures.
  • Proper implementation and maintenance of Traffic Control plans as outlined in the Texas Manual of Uniform Traffic Control Devices.
  • Operation and maintenance characteristics of basic hand and power tool
  • Computer knowledge to include word processing, spreadsheets, databases, and a variety of software packages.

Skill in:

  • Operating a variety of road maintenance light equipment safely.
  • Operating grounds maintenance equipment safely.
  • Operating hand tools.
  • Traffic control sign construction, installation, and maintenance.
  • Working with others, including working as a team member.
  • Both verbal and written communication, including conveying and following instructions and providing information to the public.
  • Maintains important files and records.

Ability to:

  • Safely and correctly apply road construction and maintenance techniques.
  • Safely and correctly drive light road maintenance and construction vehicles and equipment.
  • Understand and follow instructions and communicate effectively, as required.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 60 pounds, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate motorized equipment and general hand power tools. Subject to standing, sitting, walking, climbing stairs, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, driving, client/customer contact, and squatting to perform the essential functions. Requires use of personal protective devices such as hard hats, safety vests, boots masks, goggles, gloves, and other appropriate personal protection equipment. Subject to contact with mechanical hazards, chemical hazards, fume/odor hazards, toxic waste hazards, electrical hazards, explosive hazards, biological hazards, noise, vibration, fumes, foul odor, dirt, dust, mist, gases, and poor ventilation, and moving large set of construction parts, tools, or machinery.


Position requires fieldwork with exposure to traffic hazard, public work development sites and other construction site hazards including climbing / walking over rough and uneven terrain. Works outdoors in all types of weather including excessive heat and cold temperatures.


Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.


Work Hours: 6:30 am - 3:00 pm, Monday-Friday. May work some

holidays, some nights, some weekends
