Job Summary

Located in central Texas, Travis County Parks is looking for an outstanding Park Manager to join the Parks Department. The mission of Travis County Parks is to provide places where people recreate outdoors for their health and well-being, where they relax, enjoy family and friends, and engage with their community, where regardless of their age and abilities they challenge themselves and play hard, and where they and generations to come enjoy the many wonderful natural and cultural resources of Travis County. The County’s Park system has over 13,000 acres of parkland and 30 parks open to the public.


DISTINGUISHING CHARACTERISTICS:

This is a special park-supervisor related job classification within the Management job family, working independently under the general direction of the District Park Manager. This position is distinguished from Parks Supervisor positions by the highly complex nature and unique responsibilities of the park(s) which this position oversees. This position may supervise subordinate supervisors. The park operates seven days a week and requires a flexible work schedule in order to meet the needs of the department.

Duties and Responsibilities

  • The position manages park operations, supervisors, and senior maintenance staff in one or more highly complex parks, which includes multiple athletic fields, special events, high visitation, and diverse infrastructure.
  • Ensures the safety and security of park visitors, staff and county resources.
  • Manages reservation requests of athletic fields, facilities, large special events, and/or park visitation to ensure park needs are met while maintaining the interests of the community.
  • Is responsible for overseeing the preventative maintenance on fleet assets and equipment according to established standards and guidelines.
  • Manages and maintains multi-million dollar parks infrastructure. Tracks lifespan and improvements to infrastructure.
  • Manages park budget for maintenance and operations, and oversees collection of park fees generated within area parks, and ensures revenues are reconciled and deposited efficiently and in accordance with rules, procedures and practices. Performs administrative duties in support of park management, such as quality control, budget preparation, line schedules, facility inspection reports, effective and efficient use of resources, writing reports, ordering and maintaining inventory of materials and supplies, as required.
  • Inspects and evaluates the effectiveness and work performed by park staff and recommends productivity improvements utilizing the work order system.
  • Manages and maintains the park's turf, irrigation, soil composition and water systems.
  • Protects and enhances natural resources within parks and preserves. Works with the Park Land Manager to manage preserves, unimproved park lands and open spaces. This includes utilizing prescribed burns and other methods to minimize or eradicate invasive flora and fauna to preserve park lands. Participates in endemic and endangered species management programs.
  • Monitors and implements established standard operating procedures and guidelines for parks.
  • Manages and coordinates high volume tournaments and special events for multiple and diverse special interest and community groups, requiring parking coordination, and constant facilities/restroom maintenance by park staff.
  • Manages the budget and efficiencies of the park operations and maintenance, including, time accounting, purchases, vehicle use and line schedules.
  • Professionally represents the County to the public. Provides visitor services and interpretive information. Responsible for park rules enforcement and responds to medical and other emergencies within the park(s), notifying proper agencies. Wears provided uniform to standard.
  • Interviews, hires, trains, schedules, assigns, evaluates, counsels and disciplines park staff. Provides training, technical. Performs administrative duties, such as quality control, time tickets, line schedules, facility inspection reports, effective and efficient use of resources, writing reports and assisting in development of the budget. Maintains inventory of materials and supplies and orders additional supplies, as required.
  • Ensures compliance with various regulatory environmental, health, and safety requirements.
  • Serves as point of contact with park neighbors, other parks, special interest groups, event and tournament organizers, and youth and adult sports organizations/users.
  • Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:
Bachelor's degree in Parks and Recreation, Business Administration, Turf Management, Agriculture, Forestry, Biology, Conservation, Geology, Wildlife Management, or other related Life Science discipline or a directly related field AND four (4) years of supervisory experience. Minimum of four (4) years of responsible supervisory experience in park operations and maintenance may be substituted for the college degree;

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver's License.

Preferred:
System Certification as an Emergency Medical Technician (EMT) with Austin-Travis County Emergency Medical Services (ATCEMS).
Water Operator's License.
Texas Pesticide and Herbicide Applicator's License.
Certified Park and Recreation Professional (CPRP) from National Recreation and Park Association.
Certified Sports Field Manager (CSFM) from Sports Turf Managers Association.

Knowledge, Skills, and Abilities:
Knowledge of:

  • Standard supervisory/management theory, principles, practices and techniques of park management and operations.
  • Federal, State, Local and County applicable laws, rules, regulations and guidelines.

  • Business letter writing, grammar and punctuation, and report preparation.

Skill in:
  • Supervising, training, developing, assigning and evaluating staff.

  • Supervising parks revenue collection and maintenance and custodial operations.

  • Safely and correctly apply building and grounds maintenance and landscaping techniques and operate related tools and equipment.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 50 pounds, visual acuity, speech and hearing, hand and eye coordination and manual dexterity. Subject to standing, sitting, walking, climbing stairs, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, driving, client/customer contact, and squatting to perform the essential functions. Subject to extreme temperatures, outside elements, noise, vibration, contact with dust, fumes and hazardous chemicals, foul odors, animal and human fecal matter, insects and rodents.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.

Work Hours: 8-hour shifts including one weekend. May work some holidays, some nights, some weekends
