GENERAL DESCRIPTION:


This position reports to the Land Quality Division Administrator and is responsible for managing the statewide technical support service staff for the Land Quality Division. Support services that are overseen by this position include an extensive records program, the conversion of hardcopy records to electronic, the Cumulative Hydrologic Impact Assessment Program, and a rules program, including rule development and revision. This position is responsible for managing, troubleshooting, and maintaining the LQD MIDAS system (Mining Information Database System) and the Inspection Application.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Perform a full range of highly complex tasks, including supervising staff, interpreting data, developing and interpreting rules, and acting on critical decisions.
  • Assess the Division’s future technical service needs and develop plans to address those needs.
  • Participate in the development and management of the LQD budget. Serve as Project Manager for the federal coal grant.
  • Manage the Cumulative Hydrologic Impact Assessment (CHIA) Program.
  • Manage the rules program.
  • Manage the MIDAS electronic permitting system. This is a complex system with multiple components that, collectively, support all aspects of LQD work, including overseeing the maintenance of the electronic records program and the conversion of paper records to electronic format; managing electronic permitting and workflow; overseeing training for external users and LQD staff; and overseeing the troubleshooting and maintenance of the MIDAS system.
  • Serve as Project Manager for the Inspection Application, which integrates with the MIDAS system.
  • Work with the Office of Surface Mining (OSM) on the OSM Annual Oversight Report, including querying, analyzing, and providing data to OSM; completing narrative portions of the annual report; and reviewing and commenting on the draft oversight report.
  • Support the Division in coordinating Requests for Proposals (RFPs) and contracting with external contractors for complex technical reviews and reclamation of forfeited sites.
  • Maintain a thorough understanding of mining and reclamation practices and interpret LQD statutes, rules, and guidelines.
  • Interact with members of the public to investigate and respond to complaints and allegations.
  • Support the LQD Administrator by assisting with special projects, preparing technical reports, assisting with rules and regulations, and preparing reports and correspondence.
  • Participate in and represent LQD in various workgroups.

Qualifications


PREFERENCES:


Preference will be given to those with a Bachelor of Science Degree in Science or Engineering.

Three to five years of progressive work experience (typically in the Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor.


KNOWLEDGE:


  • Strong skills in Geographic Information Systems (GIS) and/or AutoCAD.
  • Knowledge of and experience interpreting statutes, rules and regulations, the Code of Federal Regulations, and federal statutes.
  • Strong proficiency with software applications, including SharePoint, Microsoft Word, and Microsoft Excel.
  • Experience constructing, managing, and querying databases, as well as evaluating, analyzing, and graphing data.
  • Demonstrated ability to independently analyze and solve complex problems and work assignments.
  • Strong written and verbal communication, organizational, and time management skills.
  • Ability to review, analyze, and summarize large data sets and meet stringent deadlines.
  • Demonstrated ability to manage and balance multiple projects and competing priorities.
  • Ability to work independently with minimal supervision.
  • Ability to supervise staff and collaborate effectively with internal and external stakeholders.
  • Ability to lead and successfully execute large, complex technical projects from initiation through completion.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in The Sciences)
Experience:
3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor
OR
Education & Experience Substitution:
6-8 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:

  • Participation in the various groups as Wyoming's representative. This may require extensive travel at times.
  • Must be able to travel to conduct workshops, training and do fieldwork.
  • Must be able to tolerate adverse weather conditions and be able to walk over uneven terrain.
