GENERAL DESCRIPTION:


The Public Health Division (PHD) is seeking an Operations Coordinator to serve as a key part of the operations team. This role is a subject-matter expert on the end-to-end contract lifecycle—from developing strategic Requests for Proposals (RFPs) and drafting clear statements of work and contracts to robust contract management, subrecipient monitoring, and vendor processes. The position reviews contracts and documents and provides feedback, technical assistance, and hands-on training to division staff and contract specialists to ensure full compliance.

This position will work closely with the Operations Section Chief on division-wide efforts, including identifying and implementing process improvements, addressing operational challenges, overseeing new-employee onboarding, and directing special projects that strengthen the public health mission.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Develop, monitor, and manage the contract process for PHD.
  • Work directly with PHD leadership, the Attorney General’s office, and WDH Director’s office.
  • Review all contracts to ensure correct formatting and that the required language is included.
  • Review all statements of work to ensure deliverables are clear, measurable, and enforceable.
  • Provide technical assistance to PHD staff on writing contracts and statements of work.
  • Provide excellent quality customer service to internal and external stakeholders, assisting with problem-solving as needed.
  • Subject Matter Expertise and Liaison for RFP’s, subrecipient monitoring, and vendor management
  • Provide ongoing training.
  • Monitor and manage the vendor management forms process and act as liaison with the State Auditor's Office (SAO).
  • Under the direction of the Operations Section Chief, support division-wide operational functions.
  • Conduct and oversee PHD new employee onboarding.
  • Identify training opportunities to align with the training needs of the PHD workforce.
  • Identify and recommend process improvements.
  • Conduct training sessions on agency and division processes.
  • Oversee division-wide contracts.
  • Process regular invoices.
  • Draft contracts and amendments.

Qualifications


KNOWLEDGE:


  • Knowledge of Division, Department, and State contract procedures
  • Proficient in organization and processes
  • Skilled in planning, identifying, and solving problems
  • Knowledgeable about conducting training
  • Skilled in being flexible in workflow and approach
  • Skilled in providing excellent customer service
  • Ability to respond well to redirection and unexpected changes in policy and/or processes
  • Skilled in Google Suite and Microsoft Office.


MINIMUM QUALIFICATIONS:


Education:
Bachelor's Degree (typically in Business)
Experience:
0-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist I
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist I
Certificates, Licenses, Registrations:
None

PHYSICAL WORKING CONDITIONS:


  • The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
