GENERAL DESCRIPTION:The Rural Health Transformation Project Management Office (PMO) Team functions in a fast-paced and dynamic environment, delivering IT solutions to the Wyoming Department of Health. We are seeking a skilled Rural Health Transformation Project Manager to join our team. This role offers a path for professionals possessing sharp analytical capabilities to grow within the sectors of public administration, project management, and healthcare technology.
Operating under the direction of the PMO Manager, the Rural Health Transformation Project Manager leads end-to-end IT project delivery across the Rural Health Transformation portfolio. Beyond driving core project execution, this role delivers essential technical coordination, vendor oversight, operational testing, and robust data management.

- Serve as the primary project manager across multiple concurrent initiatives.
- Partner closely with key stakeholders, including other PMs, Business Analysts, Section and Contract Managers, module vendors, Enterprise Technology Services (ETS), and external partners.
- Track schedule, resource allocation, and budget performance while identifying organizational risks and recommending resolutions.
- Formulate and maintain the Resource Management and Staffing Plan.
- Prepare and submit regular implementation status updates.
- Ensure successful, end-to-end delivery of all required milestones and deliverables.
- Establish and administer entrance and exit criteria for all project phases alongside the project management team.
- Construct and manage thorough Requirements Traceability Matrices (RTM) and system design documentation, evaluating progress against business and functional requirements.
- Collaborate with PM staff and vendors to create comprehensive test plans and scripts, coordinating testing to guarantee vendor deliverables align with functional needs.
- Offer functional and technical expertise across operational areas, applying a strategic, forward-looking vision to system design that preserves future integration and flexibility.
Contract Management Support- Assist contract managers with complex, high-impact contracts involving significant financial investments, specialized testing/PM contractors, and large vendor workforces to realize the enterprise vision.
- Oversee vendor deliverables, drive acceptance testing, and manage sign-off processes to ensure contract standards are fulfilled.
Qualifications

PREFERENCES:Bachelor's degree in Information Technology, Public Administration, Business Administration, Health Administration, or equivalent experience.Project Management Professional (PMP) certification.Minimum 3 years of project management experience in the healthcare-related sector.Proficient in applying both Waterfall and Agile methodologies.Well-versed in customer service standards and business solution strategies.Demonstrated expertise in collaborative teaming and complex problem-solving.
KNOWLEDGE:- Strong understanding of project management standards, software testing methodologies, and business process redesign.
- Familiarity with healthcare IT operations, telehealth, care management, or rural health delivery models.
- Proven oral and written communication skills with the ability to convey technical concepts to non-technical stakeholders, legislators, and executive leadership.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Visio, SharePoint) and
- Google Workspace (Mail, Calendar, Docs, Sites).
- Strong collaborative problem-solving, risk management, and vendor oversight capabilities.

PHYSICAL WORKING CONDITIONS:- The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
NOTES:- FLSA: Non-exempt
- The Wyoming Department of Health is an E-Verify employer.
- This position is an At-Will Employment Contract and includes state contribution for a single Health Insurance plan. This position pays for actual hours worked and is limited to 40 hours per week. The hiring manager cannot negotiate the hourly rate. This position does not include paid vacation time, paid sick time, paid holidays, family health insurance, state retirement contribution, or other benefits. These items are not negotiable by the hiring manager.
