GENERAL DESCRIPTION:


The Rural Health Transformation Grants & Contract Specialist is responsible for the operational activities of the integrated primary care expansion and exercise and healthy diet promotion components of the Make Wyoming Healthy Again Initiative for the Rural Health Transformation Program (RHTP). The RHTP is a federal program created through the One Big Beautiful Bill Act (OBBBA) and offers Wyoming a significant opportunity to strengthen rural healthcare through sustainable, innovative, and transformative solutions.

This position involves managing a federal grant and budget, executing and managing contracts, and monitoring sub-grantees of federal funds. The position collaborates with various internal and external partners.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Writes, reviews, and scores Requests for Proposals (RFP), Requests for Information (RFI), and Requests for Applications (RFA).
  • Compiles and/or reviews budgets and narratives for submission and approval.
  • Drafts contracts and grant agreements in accordance with federal and state guidelines and procedures.
  • Monitors contractors and subrecipients to ensure they meet contract deliverables.
  • Participates in state and federal program and financial audits of grants/contracts.
  • Maintains current knowledge of grant, contract, RFP, RFI, RFA, and purchase rules and regulations.
  • Implements program improvements.
  • Prepares and submits grant reporting, as requested.
  • Conducts subrecipient monitoring activities.
  • Provides technical assistance to contractors and subrecipients.

Qualifications



PREFERENCES:

Preference will be given to candidates with experience in managing a federal grant/budget.


KNOWLEDGE:


  • Skills in Google Workspace
  • Skills in various communication styles
  • Knowledge of Federally Qualified Health Centers (FQHC) and/or Primary Care
  • Knowledge of grant writing and management, budget management, and project management
  • Knowledge of state procurement and purchasing procedures
  • Knowledge of sub-grantee monitoring best practices
  • Knowledge of Wyoming personnel rules
  • Knowledge of state and federal laws

PHYSICAL WORKING CONDITIONS:


  • The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.


NOTES:


  • FLSA: Non-Exempt
  • The Wyoming Department of Health is an E-Verify employer.
  • This position is a temporary, At-Will Employee Contract (AWEC). Employment in this position is expected to last the duration of the grant. Because it is an AWEC position, benefits such as paid time off and paid holidays are not offered.
