GENERAL DESCRIPTION:

Bring your energy and leadership to WYDOT’s Innovation, Research, and Asset Performance (IRAP) Program as the new head of our Asset Performance team! In this dynamic role, you will play a critical part in guiding WYDOT’s statewide infrastructure investments—maximizing our return on investment by ensuring the right projects are selected at the right time.

What You Will Do:

  • Enable Data-Driven Decisions: Direct a specialized team to implement data-driven asset management strategies and optimize resource allocation, ensuring WYDOT meets key road and bridge performance targets.
  • Guide Strategic Investments: Oversee project selection through the Project Priority Rating Model (PRM) and manage the development and publication of WYDOT’s annual State Transportation Improvement Plan (STIP).
  • Collaborate for Success: Partner closely with internal WYDOT Programs, Districts, and professionals throughout the Department to guarantee accurate and effective project selection.

ESSENTIAL FUNCTIONS:
The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Supervises the development and implementation of comprehensive transportation asset performance strategies, policies, plans, and procedures that align with organizational goals and regulatory requirements
  • Coordinates with WYDOT Programs on ongoing pavement and bridge condition assessments to guarantee accurate data for decision-making
  • Supervises network-level asset management processes including the Pavement Management System (PMS) and Bridge Management System (BMS)
  • Supplies data-driven, technically sound project candidate lists to internal programs and Districts to guide strategic project selection
  • Optimizes resource allocation to hit desired asset performance targets within financial constraints
  • Manages candidate project portfolios to guide investment decisions and execute policy direction set by WYDOT Executive Staff
  • Partners with internal programs, external stakeholders, and the public to drive effective coordination and communication for all asset performance initiatives
  • Ensures that all transportation asset performance activities adhere to federal and state laws, regulations, and policies
  • Collaborates with internal programs to coordinate, build, publish, and maintain the State Transportation Improvement Program (STIP)
  • Supervises and supports project selection using WYDOT’s Project Priority Rating Model (PRM); works closely with internal programs and WYDOT Districts to ensure accurate and consistent application of the PRM
  • Collaborates with stakeholders to update or refine the PRM
  • Supports WYDOT Districts with communicating the STIP as necessary
  • Facilitates and/or participates in Value Engineering Studies
  • Supervises and directs the work of the Asset Performance and STIP team managing staffing, personnel matters, employee training and development, performance appraisals, and team and individual safety

Qualifications


PREFERENCES:


  • Preference will be given to candidates with knowledge and experience in transportation asset management or related fields.
  • Preference will be given to candidates with knowledge and experience in developing and managing high performance teams.


KNOWLEDGE:

  • Familiarity with principles and practices of change management and process improvement
  • Proficiency with everyday office tools (Microsoft Office, Google Workspace), and basic database reporting
  • Understanding of the State of Wyoming Personnel Rules


MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (in Engineering)
Experience:
3-5 years of progressive work experience in Engineering
Certificates, Licenses, Registrations:
Professional Engineer's (PE) License Required at time of hire - (Wyoming PE required within one year of hire date.)

  • Occasional overnight travel may be required.

    • One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.

    • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

    • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
