GENERAL DESCRIPTION:


This position queries, compiles, analyzes, and reports data as needed in the Behavioral Health Division (BHD). Supporting all customers by using data and data systems is essential. The reporting duties include turning raw data into usable, shareable, and meaningful data, working with grant data needs, project management and product owner duties, assisting with documentation and providing data contract deliverables, researching, designing, and implementing code based on internal and external needs, developing and maintaining solutions for internal and external needs, collaborating and working with other Agencies, BHD Units, and participation/input in all other Data Unit duties as part of a cohesive and collaborative team.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Assist in all aspects of data collection and reporting functionality, including design, querying, implementation, validation, and output. Data analysis, including statistical significance inquiries. Work with division staff to collect and analyze the requested performance and outcomes criteria. Collaborate with federal partners and community providers. Research, design, and implement code for internal and external customers to meet the Division's needs. Help compile and monitor data as required by data management plans and contractual agreements. Educate internal and external customers on the use of data and understand how to turn it into information.
  • Lead and assist in project management and oversight, business analysis tasks, long and short-range planning, task tracking and resource planning, implementation of modules or projects, writing reports for management, prioritization of tasks, project execution, and project control and monitoring using Scrum/Agile methodologies. Work with ETS, BHD, Data Unit members, developers, and business analysts in coordinating work efforts. Develop, implement, and maintain databases and tracking sheets for internal use.
  • Assist with user acceptance testing and data testing to evaluate functionality, modules, tools, and reports within systems for proper functioning, good UI design, ease of use, match to business requirements, and accurate data output on reports.
  • Lead and assist with technical support for end-users of systems and technology to division staff, stakeholders, and other partners. Conduct training with both internal and external users.
  • Assist in creating, updating, and reviewing data specification documents and data system user guides.

Qualifications


PREFERENCES:

Experience with SQL is required. Experience with Power BI (or Tableau) is highly desirable.



KNOWLEDGE:


  • High independence in creating SQL queries.
  • Proficient in Excel.
  • High independence in researching and creating basic R and Python codes.
  • Knowledge of Power Bl and data dashboard-type presentation.
  • Familiar with data system testing.
  • Skilled in the evaluation and analysis of collected data sets.
  • Skill in conveying complicated data and answers in methods that a lay audience can understand.
  • Knowledge of current concepts of behavioral health, public health, and program evaluation.
  • Ability to learn quickly.
  • Knowledge of agile development methodologies.
  • Ability to work as part of a cohesive team with high collaboration.
  • Ability to communicate clearly with team, co-workers, and stakeholders.
  • Ability to take on the leadership of projects.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in Records or Data Management)
Experience:
0-2 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist I
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist I
