GENERAL DESCRIPTION:


The Medicaid Project Management Office (PMO) Team functions in a fast-paced and dynamic environment, delivering IT solutions to the Wyoming Department of Health. We are seeking a skilled Medicaid Project Manager to join our team. This role offers a path for professionals possessing sharp analytical capabilities to grow within the sectors of public administration, project management, and healthcare technology.

Reporting to the PMO Manager, the Medicaid Project Manager oversees the full lifecycle of IT projects, including implementation, scheduling, and status reporting. Our portfolio includes critical initiatives such as Electronic Visit Verification, Provider Enrollment, Fraud Waste and Abuse, and the Benefits Management System used for Medicaid claims processing. Additionally, this position provides vital technical coordination and contract management support by focusing on vendor relations, system integration, data management, and operational testing.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Manage high-visibility, strategically important projects as requested by the State Medicaid Agent and the Technology & Business Operations Section Manager
  • Execute project management duties:
    • Planning and direction of project work effort
    • Coordination with agency executives and other related entities, including regional and federal partners
    • Evaluating the effectiveness of processes
    • Achieving program objectives
    • Complying with federal regulations
    • Ensuring contract compliance
    • Achieving operating efficiency targets
    • Mediating and resolving disputes
  • May directly serve as the project manager on multiple concurrent projects
  • The Project Manager will work closely with other PMs, Business Analysts, module vendor(s), the Section Manager, Contract Managers, Division of Healthcare Financing Staff, ETS, and other project stakeholders
  • Assess organizational risks and communicate issues and recommended resolutions
  • Monitor project timelines, resources, and budget
  • Develop and submit implementation status reports
  • Ensure project milestones and deliverables are met
  • Establish and maintain the Resource Management and Staffing Plan
  • The Project Manager is responsible for helping to ensure the successful delivery of all milestones and deliverables
  • Work with the project management team to develop and manage project phase entrance and exit criteria
  • Work with the project management team and contracted Vendors to develop comprehensive test scripts and plans and coordinate test activities to ensure the vendor’s product meets business and functional requirements
  • Manage and develop a clearly articulated business and functional Requirements Traceability Matrix (RTM)and design documentation for all aspects of the system being developed and implemented
  • Measure and report project progress against the business and functional requirements traceability matrix
  • Provide functional and technical expertise within multiple business areas; provide strategic, forward-looking vision when configuring or customizing solutions to maintain flexibility and future integration opportunities.
  • Provide support to the contract manager on complex and technically challenging contracts with a large contracted workforce and large financial and operational impacts. These contracts may include specific module vendors or contractors that are hired to assist with testing or project management activities so that the enterprise vision can be realized.
  • Closely monitor contract deliverables and orchestrate acceptance testing and deliverable sign-off
  • Ensure contract requirements and performance standards are met
  • Work to collaboratively share necessary information with other relevant contractors and WDH staff
  • Review and approve project deliverables
  • Facilitate business and operational readiness for the deployment of systems
  • Identify operational inefficiencies, conflicting business practices, and integration issues, suggesting alternative solutions to cross-functional problems

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:


Bachelor's degree in Information Technology, Public Administration, Business Administration, Health Administration, or equivalent experience.
Project management experience in the Medicaid or healthcare-related sectors.
Proficient in applying both Waterfall and Agile methodologies.
Well-versed in customer service standards and business solution strategies.
Demonstrated expertise in collaborative teaming and complex problem-solving.
Project Management Professional (PMP) Certification required.


KNOWLEDGE:


  • Proficient in the use of Microsoft Word and Excel or other comparable products.
  • Experience with the use of Microsoft Project is a plus.
  • Ability to perform clear, concise, and grammatically correct verbal and written communication.
  • Skilled in researching and analyzing problems and arriving at a viable solution.


MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in Business/Project Management)

Experience:
1-3 year(s) of progressive work experience (typically in project management) with acquired knowledge at the level of Senior Project Management Analyst.

OR

Education & Experience Substitution:
4-7 years of progressive work experience (typically in project management) with acquired knowledge at the level of Senior Project Management Analyst

PHYSICAL WORKING CONDITIONS:


  • The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Travel may be required.
