GENERAL DESCRIPTION:


The Wyoming Department of Transportation (WYDOT) is seeking a Senior Technical Operations Technician in Cheyenne, Wyoming. This position operates an independent work center to provide reliable telecommunications for transportation efficiency and public safety statewide.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.


  • Configure equipment to perform to customer requirements, enable subscriber equipment in system configuration software, set operating parameters and permissions for subscriber equipment, and use system resources to troubleshoot subscriber equipment connectivity and operational issues
  • Consult with and advise WyoLink system user agencies to understand their current and future needs better to evaluate options, configure systems, and formulate standard operating policies to meet their requirements
  • Measure system performance and results with specialized network software and communications tools to ensure levels of service specified in communication systems requirements
  • Respond to system alarms and resolve user trouble reports. Diagnose problems relating to ethernet/microwave interconnects and/or radiofrequency equipment. Subject to on-call on a rotational basis
  • Monitor the implementation, maintenance, and repair of WyoLink communication subsystems and equipment, including contractor and interagency/inter-division maintenance partners
  • Monitor and follow up on contractor maintenance efforts and depot-level equipment repairs
  • Use advanced and complex Internet Protocol (IP) Configuration Management & System Administration applications to optimize WyoLink servers, databases, routers, and gateways and their service to affiliated agency networks and third-party IT applications
  • Provide graphical reports to the WyoLink Support Manager to demonstrate system availability and usage and proactively determine cause and remediation for high-usage sites
  • Work collaboratively as part of the WyoLink team to gain knowledge, experience, and expertise of all aspects of the WyoLink system and program
  • Manage and update WYDOT mass notification and alert messaging system

KNOWLEDGE:



  • Ability to use specialized voice and data telecommunication systems and equipment; analyze performance; interpret/use specification sheets and technical diagrams/manuals and network management software.
  • Broad knowledge of Telecommunications, Electricity, Electronics, Information Technology, and facilities; including telephony, data communications, integration of voice & data communication systems with computers & electronic devices, transmission media, towers, vehicle electrical, and building/facility services
  • Advanced technical knowledge can independently install, configure, modify, and repair telecommunications networks and equipment and adjoining computers & electronics.
  • Knowledge of RF principles and their practical application. Antenna theory and practical application, operation and characteristics of the coaxial feed line, Transient Voltage Surge Suppression devices, analog and digital transmitters, amplifiers, receivers, and the ability to apply this knowledge to practical situations
  • Skills in written and oral communication include leadership, training, conflict resolution, consensus building, team building, and clear and concise records, reports, correspondence, training, and other written materials.
  • Ability to effectively manage own time and work independently and/or with limited supervision for extended periods, and to make reasoned decisions when confronted with unusual circumstances
  • Problem-solving and customer service skills

MINIMUM QUALIFICATIONS:


Education:
Bachelor's Degree

Experience:
0-2 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Technician II
Certificates, Licenses, Registrations:
Some agencies may require a driver's license

OR

Education & Experience Substitution:
3-5 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Technician II

PHYSICAL WORKING CONDITIONS:


  • Ability to climb ladders and work at varying heights
  • May involve heavy lifting
  • May work in extreme weather conditions
  • Subject to call out for the restoration of mission-critical telephone communication devices

Qualifying eligibility and criteria for the hiring bonus
  • Acceptance of a permanent, full-time position posted for public recruitment
  • Temporary employees accepting a full-time position.
  • Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
  • One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
  • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
  • Employees would only be eligible for one ( 1 ) hiring bonus in a 12-month period.
  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
