GENERAL DESCRIPTION:
The Finance and Analytics Manager plays a critical leadership role in supporting the Chief Financial Officer/Chief Technology Officer (CFO/CTO) at the State Construction Department (SCD). This position is responsible for managing and reconciling between $1.5–$2 billion in public funds dedicated to capital construction, major maintenance, routine maintenance, and security projects across 48 school districts, 14 state agencies, and 7 community colleges.
This role oversees financial reporting, budget reconciliation, cash management, and the integrity of SCD’s enterprise project management system (Operate, formerly AiM). The position ensures accurate statewide reporting, strengthens internal financial controls, supports legislative compliance, and provides operational continuity in the support of and absence of the CFO/CTO.

ABOUT THE ROLEThis position combines high-level financial management, data analytics, database oversight, and operational leadership. The Finance and Analytics Manager:
- Oversees reconciliation and reporting for over 150-500 capital projects, 100-200 security projects, and 6,000+ maintenance efforts.
- Supervises two Senior Accountants.
- Directs and/or collaborates with approximately thirty state employees, 48 school districts, and multiple state agencies.
- Serves as the primary internal support and backup to the CFO/CTO.
- Ensures compliance with legislative, audit, and regulatory requirements.
- Preparing monthly financial statements.
- Monthly reconciliation of Operate budget strings to Wyoming Online Financial Systems (WOLFS)

Budget Administration
- Prepare and reconcile monthly and quarterly financial reports for distribution to the Legislature, Governor’s Office, School Facilities Commission, and other oversight entities.
- Monitor appropriations, expenditures, encumbrances, and project budgets.
- Reconcile financial data between enterprise systems.
- Identify unobligated funds and coordinate quarterly reversions.
- Support school district audits and annual reporting.

Database Development & Oversight
- Collaborate on enhancing Operate (formerly AiM), the statewide enterprise facilities system.
- Manage financial tracking, cost reporting, and project progress functionality.
- Develop automation tools and improve data integrity.
- Oversee system updates, testing, and validation.
- Ensure consistency and integrity of financial and project data across platforms.
- Support policy and procedural improvements related to financial systems and reporting.
- Establish and maintain data structures that support accurate cost tracking, project monitoring, and budget management.

Cash Management
- Monitor revenue and expenditure streams.
- Track, perform, and ensure accurate annual reporting to the State Auditor.
- Serve as a financial systems resource during audits.
- Support maintenance funding calculations and tracking tools.
Qualifications
-
PREFERENCES:
Experience in governmental or educational finance.
Experience working with enterprise financial or facilities management systems.
Familiarity with multiple SQL systems would be very beneficial.
Strong knowledge of Access databases
Experience in improving reporting automation and data workflows.
8+ years of financial management experience
Experience with capital construction or facilities management programs.
KNOWLEDGE:
- Public sector budgeting and financial management principles.
- Capital construction and maintenance funding processes.
- Database management systems and reporting tools.
- Financial reconciliation and audit compliance.
- Strong analytical, organizational, and communication skills.
- Leadership and personnel supervision practices.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
2-4 years of progressive work experience (typically with Finance) with acquired knowledge at the level of a Senior Budget Analyst
OR
Education & Experience Substitution:
5-7 years of progressive work experience (typically with Finance) with acquired knowledge at the level of a Senior Budget Analyst

- Ability to maintain confidentiality of sensitive financial and personnel information.
- Ability to obtain and maintain any required state system access credentials.
PHYSICAL WORKING CONDITIONS:- Work is typically performed in a standard office environment.
- Requires extended periods of sitting and computer use.
- Occasional travel for meetings or presentations may be required.
