GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a Program Manager to oversee strategic planning and governmental affairs located in Cheyenne. As the Program Manager, you will report to the Deputy Director and be responsible for executive-level strategic planning, policy development and governmental affairs for the department.

The position will oversee the completion of special projects for the WYDOT executive team to support the department and the State of Wyoming's transportation needs. In coordination with the executive team and public affairs, this position is responsible for implementing critical communication strategies and administering organizational change that affects major components of departmental operations.

Cheyenne is a steadily growing community along the Front Range but still true to the history of the Old West. The city offers nearby mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
  • Lead strategic planning efforts for the Wyoming Department of
  • Transportation to improve agency performance in accordance with stateand federal statutes and maintain alignment with state and federal partners.
  • Align the agency's overall strategic plan with federal and state requirements, including the Governor's strategic priorities.
  • Analyzes new and proposed legislation and regulations to determine the impact on programs, operations, and management and reports to executive leadership.
  • Assist with developing materials and information submitted by the agency to the Governor's Office and Legislature.
  • Engage professional staff throughout the department collaboratively to develop policies and procedures.
  • Facilitate communication with a diverse group of internal and external stakeholders on a variety of transportation related issues.
  • Work is diverse and complex, constantly changing priorities requiring judgment in determining work methods to accomplish desired results.

Qualifications


PREFERENCES:


  • Preference may be given to applicants with a demonstrated ability to present sensitive, technically complex matters, in front of diverse audiences including but not limited to the public, legislative committees, and other transportation stakeholders.
  • Preference may be given to applicants with experience in state government and with knowledge of legislative, regulatory, and/or political processes.
  • Preference may be given to applicants with experience establishing, promoting, and maintaining cooperative working relationships with representatives of all levels of government, the public, and stakeholder groups and a consultative approach to problem solving and the ability to facilitate coalition building.


KNOWLEDGE:



  • Knowledge of federal and state statutes
  • Knowledge of governmental structure, policy, and procedures
  • Knowledge of legislative proceedings and administrative processes
  • Knowledge of policy and rule development
  • Knowledge of organizational planning, resource allocation, staff modeling, production methods, and organizational behavior
  • Knowledge of organizational change, leadership, and motivational strategies
  • Knowledge of group and team behavior strategies to help achieve agency goals
  • Knowledge of state budget process and skills in managing a budget
  • Ability to work with diverse groups and communicate complex material to a variety of internal and external audiences


MINIMUM QUALIFICATIONS:


Education:

Bachelor’s Degree (typically in Business Management or a related field)

Experience:
3-5 years of progressive work experience (typically in Business or a related field of study) with acquired knowledge at the level of a Policy and Planning Supervisor.

OR

Education & Experience Substitution:
6-8 years of progressive work experience (typically in Business or a related field of study) with acquired knowledge at the level of a Policy and Planning Supervisor.

    • One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
    • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
    • Employees would only be eligible for one (1) hiring bonus in a 12-month period.
