GENERAL DESCRIPTION:
The Office of State Lands and Investments, Wyoming State Forestry Division, seeks a Smokebuster Program Manager in Newcastle, Wyoming. Bring your knowledge, skills, and career with you to become a part of the Wyoming State Forestry Division.
This individual is responsible for the administration and management of the Forestry Conservation Program (FCP) at the Wyoming Honor Conservation Camp (WHCC), to include coordinating, scheduling, and oversight. This role involves the preparation of a comprehensive annual work plan detailing wildland fire availability and response, training, fuels management activities, as well as the development and maintenance of written documentation for all field operations, and policies and procedures.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Plans, schedules directs, controls, and coordinates the natural resources management, community service, and fire suppression work project activities for the WHCC/WSFDConservation Program.
Works closely with the WHCC Warden and staff to ensure the WHCC forestry field operations meet the Department of Corrections policies and procedures and Warden's directives.
Actively participates in the Executive Staff, TEAM Review Committee, and Safety Committee meetings at WHCC on a weekly basis.
Conducts monthly inmate evaluations, maintains observations/comments records, maintains training records, maintains fire experience records, maintains inmate equipment inventory records, and completes disciplinary and termination reports on forestry inmate workers assigned to the conservation program. Maintains fire experience, fire training, and non-fire related training records for the forestry crew supervisors.
Prepares and manages a biennial budget for work crew, work project, and fire suppression support for the WHCC and WHF forestry conservation programs.
Maintains personnel records and performs annual performance appraisals on four Forestry Crew Supervisors (FM05) and two Forestry Site Supervisors (FM04). Reviews qualified applications for direct report vacancies.
Interviews and recommends hiring for vacant positions. Administers disciplinary actions for employees and inmate workers. Reviews, determines and administers dismissals.
Prepares news releases for the Forestry Conservation Program, with the Department of Corrections' public information officer and the WHCC field public information officers.
Qualifications

PREFERENCES:
Fireline Qualifications- Minimum of 5 years of wildland fire management experience
National Wildland Coordination Group (NWCG) PMS 310.1 qualifications; Incident Commander Type 4 (ICT4) or 5 (ICT5), Single Resource Boss [one of the following; Engine Boss (ENGB), or Crew Boss (CRWB)]
KNOWLEDGE:
- Knowledge of State of Wyoming, Office of State Lands and Investments, and Department of Corrections' policies, procedures, and guidelines.
- Knowledge in the principles and practices of personnel management, hiring, appraisals, dismissals, and position description questionnaires.
- Knowledge in the development and administration of work projects and program.
- Knowledge of forestry management methods, operations practices, and techniques.
MINIMUM QUALIFICATIONS:
Education:Bachelor's Degree (typically in Forestry)Experience:
0-2 year(s) of progressive work experience (typically in Forestry) with acquired knowledge at the level of a Correctional Forestry Site SupervisorCertificates, Licenses, Registrations:
Must possess and maintain a valid driver's licenseAbility to achieve and maintain national certification in accordance with NWCG standards, PMS 310-1

3-5 years of progressive work experience (typically in Forestry) with acquired knowledge at the level of a Correctional Forestry Site SupervisorMust possess and maintain a valid driver's license
