GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is committed to providing a safe, high-quality, and efficient transportation system for the State of Wyoming. We are seeking an Engineer II for the Traffic Program in Cheyenne, Wyoming. This position contributes to the WYDOT Traffic Program's mission to provide a safe and efficient state highway system by assisting the supervisor in performing work within a traffic design section. Responsibilities include reviewing and performing traffic engineering studies, geometric and pavement marking design and geometric operational evaluations statewide for intersections, interchanges, auxiliary lanes, and accesses. Provide the traveling public positive guidance through the design of permanent signing and work zone traffic control in accordance with the Manual on Uniform Traffic Control Devices, Standard Plans, and the Road Work Operations manual.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.- Performs and reviews various traffic engineering studies. Review Traffic Impact Studies for impacts on the state highway system and provide recommendations for mitigation. Analyze crash data and recommend appropriate mitigation strategies based on AASHTO Highway Safety Manual methodology.
- Ensures accuracy of project plans by assisting in the prompt checking of project documents produced by the design section and estimating the traffic control device units necessary.
- Develops work zone traffic control plans by collecting information from different programs within the department that conform to department standards and the Manual on Uniform Traffic Control Devices (MUTCD).
- Develop permanent signing plans by collecting information from different programs within the department that conform to department standards and the Manual on Uniform Traffic Control Devices (MUTCD) for projects in the State Transportation Improvement Plan (STIP) and Project Control System (PCS).
- Assist in updating and maintaining the following WYDOT Traffic Program policy manuals: Access (Rules and Regulations and Policy for Accesses to Wyoming State Highways), Pavement Markings, Signing, Pedestrian & School Traffic Control, Traffic Studies, Traffic control for Road Work Operations.
- Learn the current practices in work zones, permanent signing standards, pavement marking standards, and required operational studies regarding the MUTCD and WYDOT standards.
Qualifications
- KNOWLEDGE:
- Knowledge of Traffic Engineering Principals, WYDOT policies, and State and National Standards which includes the MUTCD, Roadside Design Guide, A Policy of Geometric Design of Highways and Streets, and Traffic Engineering Handbook.
- Skills in Traffic Engineering Analysis, written and oral communication, and presentations when dealing with public and private sectors.
- Ability to work with personnel within WYDOT, State and Local Governments, and the private sector to obtain approval of proposed plans.
- Working knowledge of Excel and Autodesk.
MINIMUM QUALIFICATIONS:
Education:Bachelor's Degree (in Engineering)Experience:0-3 years of progressive work experience (in Engineering) with acquired knowledge at the level of an Engineer I.Certificates, Licenses, Registrations:Engineer in Training (EIT) License Required or Fundamentals in Engineering (FE)

- One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
- Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
- Employees would only be eligible for one (1) hiring bonus in a 12-month period.
- If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
