GENERAL DESCRIPTION:


The Wyoming Department of Transportation (WYDOT) is seeking a highly skilled and motivated Senior Staff Technician to serve WYDOT District 5 in Basin, Wyoming. This leadership-focused role provides district-level oversight of right-of-way administration, permit management, contract coordination, budgeting, and maintenance operations, ensuring projects and programs are delivered efficiently, safely, and in compliance with state statutes and environmental regulations. The position plays a critical role in balancing the needs of the public, adjacent landowners, and utility companies with department infrastructure priorities and safety standards.

The Senior Staff Technician is instrumental in identifying and developing projects for State Transportation Improvement Program (STIP) inclusion, preparing cost estimates, and managing fiscal and inventory controls through enterprise asset systems such as ERP, Agile Assets, and PeopleSoft. This role also coordinates emergency response efforts related to severe weather and hazardous material incidents, helping protect Wyoming’s transportation system and the traveling public. By promoting workforce development, regulatory compliance, operational efficiency, and clear communication across internal teams, external agencies, contractors, and community stakeholders, this position serves as a cornerstone of District 5 operations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • May travel extensively in the field and provide investigative expertise in particular areas for specialized needs of WYDOT.
  • Using WYDOT policy and applicable state statutes, this position works closely with individual citizens, adjacent landowners, and public utility companies to balance their needs with WYDOT Right of Way and infrastructure concerns in the review, approval, and administration of Utility Permits and Licenses, Fencing Agreements, Landscaping permits, Right of Way encroachments and other miscellaneous WYDOT permits.
  • Develops, administers, and coordinates various repair and maintenance contracts and other programs that affect WYDOT right of way, property, facilities, and personnel.
  • Identify projects to include State Transportation Improvement Plan (STIP) and complete field estimates for quantity, cost, and details required to execute the project successfully.
  • Using the annual maintenance budget, five-year plan, and Agile Assets, this position gathers and analyzes historical data as well as planned work to determine needs, order, and track annual. Quarterly material inventory orders and property needs to ensure adequate maintenance material inventory quantities and equipment to accomplish the district work plan.
  • Coordinate multiple states and local agency responses to weather, traffic, and hazardous materials spill related to incidents on roadways within WYDOT District 5.
  • Prepares, manages, analyzes, and monitors fiscal overhead and road section budget; work plans for 12 maintenance crew and district staff through the utilization of data collection, report preparation, and analyzing of information.
  • In conjunction with State Maintenance staff, this position renews and maintains WYDOT District 5's Industrial Storm Water permit in accordance with WYDEQ requirements. This position also periodically inspects maintenance-controlled yards, pits, and stockpile areas throughout the district to ensure compliance with WYDEQ Storm Water and Small Construction Permits.
  • Works with the local foremen, area supervisors, and state trainers, and outside vendors to identify and organize maintenance equipment and other specialized training to meet the educational needs of District personnel.
  • Actively promotes teamwork and a positive workplace.

Qualifications


PREFERENCES/**AGENCY REQUIREMENTS:


**Candidate must have the ability to acquire the following: Hazardous Materials Specialist Certification and Permit-Required Confined Spaces Certification.
**Agency may require a Class A Commercial Driver's License.


KNOWLEDGE:

  • Knowledgeable in principles, concepts, and current management practices, including bidding and purchasing practices, accounting, maintenance operations, and budgeting.
  • Extensive knowledge of computer operations, software functionality, and integration to include Word processing, spreadsheets, databases, internet information gathering, designing, and web-based integrated ERP linear asset management and financial reporting systems (Agile Assets & PeopleSoft).
  • Knowledge of Hazardous Material spill response, clean up, and disposal procedures.
  • Knowledge of DEQ Storm Water regulations and MS4 permit requirements.
  • Knowledge of Safe Work Procedures with OSHA compliance.
  • Possesses the skills needed to communicate both orally and in writing to those within and outside the department clearly and concisely.
  • Skilled in evaluation, decision-making, work leadership, and management, including estimating materials, manpower, and equipment needs.
  • Utilizes basic engineering and accounting calculations and techniques to make accurate computations using personal computers, calculators, handheld GPS units, and various vehicle-mounted data gathering devices relating to highway budgeting, planning, construction, and design concepts.
  • Displays self-motivation, direction, and independent judgment in determining work methods.
  • Effectively and professionally deals with conflict and controversial issues.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in Transportation Occupational Groups)
Experience:
0-3 years of progressive work experience in (typically in Transportation Occupational Groups) with acquired knowledge at the level of a(n) Staff Technician II
OR
Education & Experience Substitution:
4-6 years of progressive work experience in (typically in Transportation Occupational Groups) with acquired knowledge at the level of a(n) Staff Technician II
Certificates, Licenses, Registrations:
Agency may require Class A Commercial Driver's License

    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
