GENERAL DESCRIPTION:


The Wyoming Department of Transportation (WYDOT) is dedicated to delivering a safe, high-quality, and efficient transportation system that keeps Wyoming moving forward. We are currently seeking a dynamic, full-time Project Development Engineer to join our team in Cheyenne, Wyoming.

In this impactful leadership role, you will guide and inspire Project Development Road Design Teams, including the Utilities Section, Design Software Support Section, and the Design Quality Review Section. You’ll play a key role in shaping critical infrastructure projects, ensuring design excellence, innovation, and the highest standards of safety and quality for communities across the state.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Directly supervises, mentors, and manages principal engineers and team leaders for Project Development Road Design Teams, the Utilities Section, Design Support Section, and the Design Quality Review Section
  • Collaborates with the other project development engineer to evaluate workload of Road Design Teams, make adjustments, and assign design projects accordingly
  • Monitors the Utilities Section to ensure regulations and policies are followed regarding utilities within the statewide rights-of-way
  • Provides guidance to the Design Support Section in providing consistent design and drafting standards for the delivery of highway projects
  • Oversees the Design Quality Review Section in delivering consistent, high quality highway construction documents for bid letting
  • Writes various reports
  • Conducts reconnaissance inspections either directly or through the use of consultants
  • Prepares and executes annual budget for Project Development
  • Serves on the AASHTO Committee on Design
  • Coordinates with other programs and districts to address issues and improve efficiency
  • Monitors design progress of the design teams, assist them with issues and problems
  • Attends PCS meetings for the review of projects under design within each District; reports on the status of individual projects
  • Reviews and approves special provisions
  • Monitors preliminary engineering expenditures on projects
  • Holds monthly design team meetings
  • Conducts and coordinates annual training for design teams
  • Attends and participates in public meetings
  • Assists with informational requests from executive staff and legislature
  • Attends periodic workshops and training to increase skills and knowledge

Qualifications

PREFERENCES:


Preference will be given to candidates with road design and/or road construction experience.

**In-state and out-of-state travel required.


KNOWLEDGE:

  • Knowledge of WYDOT's policies and procedures
  • Knowledge of WYDOT's plan development process
  • Knowledge of the Standard Specifications for Road & Bridge Construction
  • Knowledge of the WYDOT Road Design Manual, AASHTO Policy on Geometric Design of Highways and Streets, AASHTO Roadside Design Guide, and WYDOT Design Guides
  • Knowledge of federal and state rules and policies governing highway design and operations
  • Ability to deal with difficult people and situations
  • Must have strong communication skills
  • Ability to build and maintain good relationships


MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (in Engineering)
Experience:
4-6 years of progressive work experience (in Engineering) with acquired knowledge at the level of a Staff Engineer
Certificates, Licenses, Registrations:
Professional Engineer's (PE) License Required at time of hire - (Wyoming PE required within one year of hire date.)

    • Temporary employees accepting a full-time position

    • Current employees accepting a promotional opportunity - recruitment must have been opened to the public

    • One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.

    • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

    • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
