GENERAL DESCRIPTION:


The Wyoming Department of Education is seeking an educational program consultant for the Carl D. Perkins Career and Technical Education Act of 2006 grant who will provide direction and oversight of activities and funding to local education agencies (LEA) and postsecondary institutions to ensure continuous improvement in career and technical education.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.


  • Approve secondary/postsecondary local grant applications, which include providing technical assistance to recipients during the process, ensuring alignment of applicants five year plan with yearly plan and prepare secondary and postsecondary allocations annually; a general understanding of the Perkins budget and requirements is necessary
  • Facilitate statewide leadership activities, monitor and provide secondary/postsecondary technical assistance (TA), which includes on-site monitoring visits, develop monitoring tools and writing reports, providing one-on-one TA and informational presentations at workshops and trainings on new CTE initiatives/programs/best practices, distribution of information about changes in CTE and Perkins processes
  • Monitor the Grant Management System entries
  • Process cash requests
  • Provide Career Development Facilitator Training to all districts and community colleges as needed. Master's Degree required
  • Dissemination of information to CTE stakeholders through website, written correspondence, and email
  • Provide technical and technology assistance to the CTE unit in accomplishing customer service objectives.
  • Collaborate with the CTE unit to revise and update CTE communications, including working with communications to update the WDE CTE section web page
  • Update and keep current all CTE guidebooks
  • Other duties as assigned

Qualifications


PREFERENCES:


Preference will be give to those with a Master's degree in order to be certified to teach the Career Development Facilitator course. Preference may also be given to applicants with knowledge of Wyoming education statutes and education systems. The ideal candidate will demonstrate proficiency in Microsoft Office applications and working knowledge of Google Workspace (Gmail and Google Docs) to effectively support communication, documentation, and collaboration within the agency and with stakeholders statewide.


KNOWLEDGE, SKILLS, ABILITIES:


  • Knowledge of Wyoming education statutes, rules, and systems
  • Knowledge of Career Technical Education, career clusters and pathways
  • Knowledge of the basic educational system in Wyoming and as a local control state
  • Ability to use Microsoft Office effectively
  • Basic understanding of the Google format


MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in Education)
Experience:
1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

None

PHYSICAL WORKING CONDITIONS:

  • Typical office environment.

  • FLSA: Exempt
  • Some travel is required.
  • Successful applicants must reside in Wyoming or maintain a primary residence within a 100-mile radius of Cheyenne for the duration of their employment with the Wyoming Department of Education.
  • Applicants may be asked to provide transcripts of any relevant coursework at the time of the interview or hire.

  • A background check, including the taking of fingerprints, will be completed through the Wyoming Department of Criminal Investigation.
