GENERAL DESCRIPTION:

The Operations Administrator in the Behavioral Health Division (BHD) provides daily support to the Senior Administrator and supervises key unit managers, as well as the Crisis Care Response Coordinator. Responsibilities include facilitating discussions on admission and discharge processes between multiple facilities, ensuring compliance with program initiatives in the Mental Health and Substance Abuse (MHSA) section, and coordinating treatment services for minors with various departments. The role also involves supporting budgeting, legislative duties, strategic planning, human resources, and overseeing operational aspects, including contract management, policy development, and procurement processes.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Ensure coordination of services across Division programs by managing admissions, discharges, and transfers among the Wyoming Life Resource Center, Wyoming State Hospital, and community providers. Align operations, policies, procedures, training, and contracting between WLRC and WSH to facilitate quick and seamless transitions for individuals. Those experiencing mental illness with challenging behaviors will receive appropriate services both in facilities and in the community, minimizing extended stays at WSH.
  • Oversee the Early Intervention and Education Program by managing the EIEP Unit Manager. Ensure that the program adheres to state and federal regulations, including Maintenance of Effort and other compliance requirements. The EIEP Unit complies with federal and state regulations to provide adequate oversight of the Child Development Centers, using the program performance process (HealthStat) to continuously enhance the program's operations, efficiencies, and outcomes.
  • Manage the Operations, Policy, Tracking, and Contracts Unit, including oversight of the OPTC Unit Manager. The OPTC Unit provides legislative support, drafts rules and policies, coordinates HealthStat and contracts, manages correspondence and public documents, tracks budgets and reports, facilitates special projects, and handles large-scale reporting.
  • Collaborate with the WLRC team to effectively review, coordinate, and monitor the implementation of our new care model and expanded mission. The Division operates a highly specialized Intermediate Care Facility tailored for individuals exhibiting “exceptionally challenging behaviors.” In conjunction, we manage a Skilled Nursing Facility that adeptly addresses the needs of those with complex behavioral challenges and significant medical requirements. We are dedicated to providing exceptional care for individuals who may face difficulties in community placements, ensuring they receive the specialized support necessary for a successful return to the community.
  • Support the Senior Administrator with human resources and personnel functions. Coordinate with program staff to fill vacancies and onboard new employees. Ensure that all forms are completed accurately, contain the correct budget information, and are submitted on time, in accordance with the appropriate policies and procedures. The facilities and community programs can recruit and retain quality professionals.
  • Review all external documents from the Division, including white papers, responses to inquiries, fact sheets, and more. Ensure that the documents are well-written for the audience, clear, concise, and accurate.
  • Manage all operational aspects of the Division, including contracting, tracking legislation, promulgating administrative rules, policy-making, and issuing RFAs, RFIs, and RFPs. This includes procurement and the review and approval of all documents, such as grants and procedures. The Division consistently adheres to required processes and procedures, ensuring its documents are clear, concise, and accurate for the intended audience.
  • Oversee the implementation of the Crisis Care Response Program and provide leadership, expertise, and technical assistance to partner organizations. Establish and sustain professional relationships with state agencies, courts, law enforcement, and private organizations throughout the state. This collaborative effort aims to effectively serve youth in need by providing comprehensive support across the entire continuum of care.
  • Serve as the primary point of contact for the BHD budget, HealthStat, and year-end reports. The Division consistently adheres to required processes and procedures, ensuring its documents are clear, concise, and accurate for


Qualifications


PREFERENCES:

Bachelor’s Degree in Business Administration, Healthcare Administration, Hospital Administration, or similar degree. Additional work experience is required: At least four years in leadership, supervision, operations management, budget, human resources, and project management.

KNOWLEDGE:

  • Knowledge of best practices in the management of large organizations;
  • Knowledge of health policy at the federal, state, and local levels, including specific abilities to understand the connection between law, rules and regulations, and policy;
  • Ability to synthesize complex information and data into actionable information for decision-makers; ability to craft products (briefs, reports, presentations, analyses) that communicate effectively with internal and external stakeholders.
