GENERAL DESCRIPTION:
This position supervises the Maintenance, Grounds, and Janitorial Departments at the Wyoming Life Resource Center (WLRC). It also assists the Facility Manager with projects.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
- Supervise subordinate staff, including scheduling, timekeeping, performance evaluations, and disciplinary actions. Provide guidance, support, and leadership.
- Assist the Facility Manager with the administration of projects that improve the quality and function of the facility.
- Work with the Manager Plus asset program to review and issue work orders and track building conditions.
- Work with the WLRC Business Office and submit notifications for payments.
- Provide on-call coverage for scheduling emergency callbacks, as needed.
- Provides a safe, comfortable and efficient working environment by completing scheduled, deferred, and routine maintenance as well as requested office and building modifications and construction projects.
- Supervises and manages specialized construction for historic preservation and management of state-owned and site artifacts.
- Manages the daily building maintenance operations.
- Enforces and works within the State personnel rules and agency policies and procedures.
- Performs emergency work as needed after hours.
- Responsible for supervisory duties over subordinate staff and supervisors.
- Determines appropriate program measurements and develops quantitative and qualitative measurement reports.
- Provides direction in the scheduling and completion of assigned work activities.
- Develops and implements preventive maintenance schedules, equipment depreciation and replacement schedules.
- Schedules safety inspections and provides safety training to facilities maintenance staff.
- Other duties as assigned.
Qualifications

KNOWLEDGE:
- Skills in leadership and the ability to provide supervision to subordinates.
- Ability to plan and write proposals and specifications for major budget items.
- Ability to develop written specifications and materials lists.
- Knowledge of the correct sequence of construction and maintenance projects and personnel to assure correct methods, procedures, and completeness.
- Ability to communicate in a positive manner with staff, clients, contractors, and the public.
- Ability to apply acquired skills and knowledge in a useful manner when working with staff and contractors.
- Ability to supervise and oversee the duties of the Operations Department in the absence of the Operations Manager.
- Ability to use a computer and basic software applications.
- Ability to effectively communicate both verbally and in writing.
- Knowledge of Intermediate Care Facility (ICF) and Skilled Nursing Facility (SNF) regulations as they pertain to the WLRC Operations Department.
- Knowledge of applicable building codes, electrical codes, ADA, and Life Safety Codes.
- Skills in building repair and maintenance techniques.
- Knowledge of modern construction practices, materials, and building systems.
- Knowledge of hazardous material handling and laws.
- Knowledge of agency vision for statistical quality control.
- Knowledge of budget development and control.
- Ability to work with and around WLRC residents, including those who may display challenging behaviors.
MINIMUM QUALIFICATIONS:
Education:Bachelor's Degree (typically in Management)Experience:1-2 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Senior Skilled Trades SpecialistOREducation & Experience Substitution:4-6 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Senior Skilled Trades SpecialistCertificates, Licenses, Registrations:None. Must have the ability to work to acquire a Pesticide Applicator's license while employed at WLRC.

PHYSICAL WORKING CONDITIONS:
- Exposure to hazardous materials, bodily fluids, chemicals, body parts, bio-hazards, potential explosives, and the elements.
- Exposure to both indoor and outdoor environmental conditions.
- Ability to lift and move heavy items.
- Must be able to drive vehicles and operate large complex cleaning and grounds maintenance equipment.
- Work involves walking, lifting, grasping, stooping, kneeling, pushing, pulling, and bending.
NOTES:- FLSA: Non-exempt
- Must be able to work a flexible schedule, including evenings and weekends, as necessary.
- The Wyoming Life Resource Center participates in E-Verify. We will provide the Social Security Administration, and if necessary, the Department of Homeland Security, with information from each new employee's Form I-9 to confirm work authorization. Please note that we do not use this information to pre-screen job applicants.
- A background check, including fingerprinting, will be completed through the Wyoming Division of Criminal Investigation, the Wyoming Department of Family Services, and the F.B.I. for every successful applicant.
