GENERAL DESCRIPTION:


This position provides administrative assistance with the management of contracts within the Wyoming State Hospital. Primary responsibilities include oversight of all aspects of contract establishment from the RFP process through contract execution and final implementation. Provides administrative support to Purchasing, Accounts Payable, Storeroom and Printshop as requested.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Research to determine contract needs and requirements.
  • Assists with RFP writing, RFP coordination, RFP questions, vendor protests, creation of RFP review team, proposal evaluation coordination, and creation of relevant documentation.
  • Prepares draft contract documentation to include necessary procurement documents and follows procurement guidelines for accurate contract components.
  • Analyzes contract maximum spend amounts in conjunction with procurement guidelines for compliance and accurate contract completion.
  • Oversees contracts through the review and approval process.
  • Maintains knowledge of current contract rules and regulations.
  • Implements new contract procedures and corrects irregularities.
  • Assists with requests for contract audit documents.
  • Liaison between the community, vendors, and other government agencies.
  • Monitors timelines of contracts to meet the needs of the agency/department.
  • Coordinates reports for internal and external use.
  • Coordinates reimbursement process with vendors.
  • Prepares change orders for professional service agreements.
  • Gather and maintain necessary data for program monitoring and evaluation.
  • Provides administrative support to Purchasing, Accounts Payable, Storeroom, and Printshop as required.

Qualifications


PREFERENCES:


Preference may be given to those with technical writing experience in a business setting, experience with procurement processes, and contract management.


KNOWLEDGE:

  • Knowledge of State grant/contract procedures.
  • Knowledge of pertinent laws and program funding policies.
  • Knowledge of Wyoming state statutes.
  • Knowledge of database management and computer/software operations.
  • Knowledge of contract systems, regulations, policies and procedures.

MINIMUM QUALIFICATIONS:


Education:
Bachelor's Degree (typically in Business)
Experience:
0-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist I
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist I

PHYSICAL WORKING CONDITIONS:


  • This position takes place in a hospital work environment.

  • FLSA: Non-Exempt

  • A background check, including fingerprinting, will be completed through the Wyoming Division of Criminal Investigation, the Wyoming Department of Family Services, and the F.B.I. for every successful applicant.
