GENERAL DESCRIPTION:

We are seeking a dedicated and detail-oriented Utilities Technician to manage investigations and resolve conflicts involving utility companies affected by WYDOT construction and maintenance activities. In this role, you will ensure compliance with local, state, and federal regulations while collaborating closely with various stakeholders to smoothly integrate utility considerations into highway construction plans. Your contributions will be instrumental in developing contract bidding processes that prioritize safety and efficiency for our state’s transportation network.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.


  • Performs utility database maintenance so that the agency can track and notify utility companies located inside the agency's right-of-way that are impacted by agency activities or that are a hindrance or safety hazard to the traveling public
  • Assists utility companies with setup and training for the online utility database licensing system
  • Learns and applies the agency rules, regulations, and operating policies regarding utilities
  • Helps conduct and/or prepare materials for meetings, seminars, etc., with public and private organizations (to include elected officials, representatives, etc.)
  • Sends highway project plan notifications to WYDOT and utility companies

Qualifications


KNOWLEDGE:


  • Experience with database record maintenance and quality-checking
  • Time management and multi-tasking skills
  • Public speaking and telephone skills
  • Technical, legal, and creative writing skills
  • Knowledge of Microsoft Word & Excel
  • Skills in dealing with difficult people and situations
  • Skills in reading and interpreting legal documents
  • Knowledge of engineering design principles
  • Knowledge of project plan basics
  • Knowledge of cartography and engineering design plan reading


MINIMUM QUALIFICATIONS:


Education:
Associate's Degree (typically in Engineering)

Experience:
0-2 years of progressive work experience (typically in Transportation occupational group).

OR

Education & Experience Substitution:
2-4 years of progressive work experience (typically in Transportation occupational group).

  • **Qualifying eligibility and criteria for the hiring bonus
    • Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment
    • Temporary employees accepting a full-time or part-time permanent position
    • Current employees accepting a promotional opportunity - recruitment must have been opened to the public
    • One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
    • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
    • Employees would only be eligible for one (1) hiring bonus in a 12-month period.
    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
