The Opportunity

WSDOT is currently seeking a Transportation Engineer 2 to support the administration of Design-Build transportation projects through construction quality verification and contract compliance activities. In this role, you will assist the Project Engineer by reviewing test results, maintaining project records, and verifying compliance with state and federal specifications. This position plays a key role in ensuring transportation infrastructure is constructed to established quality standards while supporting safe, reliable, and cost-effective transportation systems for Washington's communities and businesses.

What to Expect

Among the varied range of responsibilities held within this role, the Transportation Engineer 2 will:

  • Create and maintain quality verification documentation, tracking systems, and materials testing records to support project compliance and reporting.
  • Review contract requirements, materials changes, and potential issues, and communicate findings and recommendations to project teams.
  • Coordinate materials approvals, fabrication documentation, and communications with internal stakeholders, contractors, and manufacturing facilities.
  • Enter, track, and analyze materials testing data using agency databases and reporting systems.
  • Perform quality verification materials testing on construction projects to validate compliance with contract requirements and industry standards.
  • Train and support staff in materials testing procedures, certifications, and quality assurance practices.
  • Conduct quality verification audits of materials, construction activities, environmental compliance, and quality management processes.
  • Verify contractor adherence to contract specifications, approved plans, permits, testing procedures, and quality control requirements through independent reviews and field observations.

Qualifications

To be considered for this opportunity, the following are required:

  • Technical Materials Testing & Compliance: Experience independently performing and evaluating materials testing (including concrete, in-place density, aggregate, and HMA Plant), interpreting results, applying standards and safety requirements, and documenting findings to support quality and compliance.
  • Field Operations & Equipment Handling: Experience performing a wide range of field operations independently, applying technical judgment to ensure efficient, safe, and correct use of equipment and materials.
  • Communication & Coordination: Demonstrated ability to communicate effectively with diverse audiences, both verbally and in writing, including experience with planning, scheduling, delivering presentations, facilitating training, and implementing decisions.
  • Standards and Procedures: Experience researching, interpreting, and applying engineering standards, policies, manuals, specifications, and procedures related to transportation engineering projects. Skill in identifying deviations from requirements and elevating issues through appropriate channels.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.

In addition to the above, the following are also required:

  • Ability to traverse rough, steep, and uneven terrain.
  • Ability to maneuver and transport various materials and/or equipment weighing up to 50 pounds.
  • Certifications in the following modules or the ability to obtain certifications within 6 months of employment:
    • Certification as a materials tester in the American Concrete Institute (ACI) Field Testing Technician Grade 1
    • Asphalt plant testing under the Western Alliance for Quality Transportation Construction (WAQTC) Hot Mix Asphalt (HMA) II Module
    • Soils and asphalt density testing under the WAQTC Embankment & Base In-Place Density Module
    • Aggregate testing under the WAQTC Aggregate Module

It is preferred that qualified candidates also demonstrate:

  • Leadership & Staff Development: Experience training and developing staff, including assigning and planning work based on project priorities, verifying the work of others to ensure quality, accuracy, and adherence to standards.
  • WSDOT Construction Expertise: Knowledge of and experience with construction administration procedures for WSDOT projects.
  • WSDOT Technical Application: Knowledge of WSDOT Construction Manual, Design Manual, and utility requirements and standards.
  • Contract Documentation: Experience reading and understanding contract documents such as special provisions, contract plans, and standard specifications.
  • Systems Proficiency: Proficient in the use of Microsoft Office Suite procedures, including Word, Excel, and Outlook.

  • In addition to the salary range listed, a general wage increase of 2% will be applied for all state employees on July 1, 2026.
  • The salary listed includes the legislatively approved 5% salary premium for positions in King County.
  • This position offers flexible/hybrid remote work options.
  • Work is performed in both office and field environments in support of construction quality verification activities. Field duties involve working on active construction sites around heavy equipment, live traffic, asphalt, concrete, earthwork, structures, and other civil construction operations. The position requires traversing steep, uneven terrain, climbing ladders, working at elevated locations, and performing duties outdoors in all weather conditions. Office duties involve extended periods of computer use to maintain project documentation, review and respond to correspondence, enter data, and prepare reports. Safety is expected to remain the highest priority in all work environments.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
