Salary: $100,848.00 - $117,612.00 Annually
To allow for growth and salary progression, the full salary range is: $100,848.00 - $123,816.00

The Department of Natural Resources (DNR) has an exciting opportunity within our Northwest Region as an Assistant Region Manager for Business Administration and Operations. This position assists the Region Manager in implementing agency policies, as delegated by the Commissioner of Public Lands, related specifically to Region Business Operations, including accounting, payroll, vehicles and equipment, facilities, information technology, communication, budget, fire business support, safety, warehouse, and core business support.

Duties

Responsibilities:
As the primary manager of region business operations, the position is accountable for assisting the Region Manager in implementing agency policies, principles, regulations, and applying relevant laws regarding the management of financial, fleet, facilities, equipment, personnel, communications, and information technology resources, in accordance with state law and regulation. This position supervises a diverse staff of professional, technical, and clerical positions/staff toward effective delivery of support functions and activities to all region employees. It provides accounting assistance and data to region management and region program managers for developing and adjusting spending plans. Develops region spending plan for Region Operations budget. This position supports other region programs with financial analysis, reporting on variances, deliverables, and forecasting budget information. It also recommends and, on behalf of the Region Manager, negotiates implementation methods and deliverables for business operations and serves on business-related projects, committees, and assignments toward this end, as assigned by the Region Manager.

Qualifications

Required Qualifications:

  • A bachelor’s degree in business, accounting, public administration, or a closely related field; AND (6) six years of professional-level experience with a demonstrated progression in leadership responsibilities in the areas of accounting, public administration, or staff development;
    OR an equivalent combination of education and/or experience.
  • Experience in accounting, financial management, or budget preparation and administration.
  • Experience supervising a diverse, professional staff, with demonstrated proficiency in positive leadership skills, including team building, transparency, accountability, motivation, respectful relationships, and personal responsibility.
  • Experience with complex planning, project management, and strategic planning in relation to the region and agency.
Key Knowledge and Skills
  • Principles of information technology methods and systems.
  • Public information methods.
  • Facilities management, including leasing and maintenance.
  • Fleet management, including maintenance, repair, and replacement.
  • Accounting and financial management.
  • Organize, coach, mentor, and train a diverse workforce.
  • Work under minimal supervision within the context of broad agency policies.
  • Provide second-level supervision over multiple work units with one or more supervisors.
  • Use a mix of tactical and strategic thinking to address various budget, fixed asset, human resource, and customer service issues.
  • Develop, recommend, and implement agency strategies, policies, and resource allocation within the region.
  • Maintain positive working relationships with internal and external stakeholders and organizations.

Special Requirements and Conditions of Employment:
  • This position is in an office setting at the Northwest Region office located in Sedro Woolley, Washington.
  • Occasional driving to attend meetings or training, including overnight traveling.

  • A master’s degree in business, public administration, natural resource management, or a closely related field.
  • Experience managing business functions for a dispersed field organization; experience managing personnel, technology, accounting, budgeting, and financial resources, fleet, and equipment management; experience directing the activities of a diverse, professional staff.
  • A successful record of improving business or operational systems.
  • Ability to think strategically and envision future scenarios.
  • Experience in mediation, facilitation, and negotiations.
