The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Practices Division as a Program Manager overseeing the DNR Small Forest Landowner Office.

If you value maintaining healthy ecosystems, ensuring small forest landowners remain in forestry, working to remove barriers to connect private forest landowners to critical financial resources, and supporting a program with diverse natural resource professionals, then this is the job for you! The DNR Forest Practices Division is seeking a motivated individual to oversee the DNR Small Forest Landowner Office (SFLO) in helping small forest landowners maintain their forestland. The Small Forest Landowner Office was created by the Legislature to act as a resource and focal point for small forest landowner concerns and policies, to provide advice to small forest landowners regarding implementation of the Forest Practices Rules, and to administer conservation easements and cost-share programs applicable to small forest landowners. This position determines staffing and resource needs for successful implementation of each aspect of the SFLO, develops and maintains positive and collaborative working relationships with, and between, small forest landowners, DNR staff, Dept. of Fish and Wildlife, Dept. of Ecology, USDA Forest Service, Washington Farm Forestry Association, WSU Extension, Washington Tree Farm Association, consulting foresters, interested parties, and other state and federal agencies to develop, coordinate, and deliver a program based on multiple values, and resource objectives for small forest landowners.

Duties

Responsibilities:

  • Planning and directing the operation of the statewide DNR Small Forest Landowner Office.
  • Developing new, long-lasting partnerships and connections with small forest landowners and educating them about technical and financial assistance programs.
  • Providing leadership, supervision, direction, coordination, and program planning to statewide SFLO staff to achieve small forest landowner program objectives.
  • Using interpersonal skills and emotional intelligence to develop relationships rooted in acceptance, cooperation, and mutual regard with the public, external partners, and other governmental agencies.
  • Setting and maintaining focus on program priorities.
  • Ensuring the successful implementation of the Forestry Riparian Easement Program (FREP), the Rivers and Habitat Open Space Program (RHOSP), and the Family Forest Fish Passage Program (FFFPP).
  • Overseeing the Small Forest Landowner Regulation Assistance Program.
  • Overseeing the SFLO Education and Outreach Program.

Qualifications

Required Qualifications:

  • A Bachelor of Science degree in Forestry, Natural Resource Science/Management, or closely related field, AND four years of experience supervising professional staff in a natural resource program providing services to the public;
    OR an equivalent combination of education and/or experience.
  • Experience developing budgets.
  • Experience in silvicultural and forest management practices in the Pacific Northwest
  • Proficient with computers and Microsoft Office applications, including Word, Excel, Outlook, and SharePoint.
  • Proficient at forming collaborative partnerships, finding workable solutions, and negotiating agreements with diverse internal and external stakeholders.
  • Proficient with responding to and interacting in a positive, responsive, cooperative, and collaborative manner while interacting with the public and other professionals (both inter-organizational and interdisciplinary).
  • Proficient with and motivated to achieve program-specific desired outcomes while managing competing deadlines and priorities.
  • Commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
  • Perform assigned duties in a manner consistent with applicable laws, regulations, and public records retention and requests are followed.

Special Requirements and Conditions of Employment:
  • This position’s duty station is the Natural Resources Building in Olympia. With approval from the Appointing Authority, teleworking for a portion of work time is an option. Approximately 90% of the work is performed indoors or in an office environment or a remote working environment.
  • Minimal travel is required for this position. It is expected that travel may be 1 to 2 days per month, which includes overnight travel for meetings, field trips, workshops, etc.
Desired Qualifications:
  • Master’s Degree in natural resources planning, environmental planning, forestry, natural resources, environmental science, fish and wildlife biology, wildlife management, or a closely related field.
  • Experience working with small forest landowners.
  • Knowledge of Small Forest Landowner Office Capital programs.
  • Knowledge of Forest Practices rules, Forest Practices Board Manual guidance, and DNR Forest Practices policies, procedures, and practices.
