The Department of Natural Resources (DNR) has an exciting opportunity within our South Puget Sound Region as a Recreation Maintenance Manager.

The Elbe Hills and Tahoma State Forests, located near Elbe and Ashford, are host to various year-round recreation activities, including fishing, hunting, hiking, horse riding, 4x4/ORV riding, snowshoeing, and cross-country skiing. The Elbe Hills and Tahoma State Forests border the beautiful Nisqually River valley, surrounded by private timberlands, community forests, and National Forests. The Forests are located approximately 5 miles from Mount Rainier National Park’s Nisqually Entrance, with clear views of Mount Rainier visible from many worksites.

Duties

Responsibilities:
Project Planning, Management, and Operations

  • This position will provide project management for trail and infrastructure development, improvement, and repair projects. This includes planning for field operations in developed recreation areas, including trail systems, trailheads, and infrastructure such as bridges, kiosks, and covered shelters.

Trail Stewardship (Maintenance and Operations) & Supervision
  • Perform light maintenance and minor repairs on trails and at recreation facilities, including cleaning sites, facilities, and structures as needed when on site, and updating informational signage at kiosks.
  • Assist other team members on projects as needed or assigned throughout the Elbe Unit.
  • Review hazard tree potential on trail systems and have them removed as needed. Is assigned several tools and equipment, including, but not limited to, chainsaws, a generator, and various power tools.
  • Routinely operates ATVs, trailers, mini excavators, tractors, and toters for various projects such as hauling rock for trail maintenance. At times, may operate rented equipment. Responsible for the maintenance of all equipment.

Volunteer Coordination and Outreach
  • Develop and foster collaborative partnerships with diverse internal and external interest groups to find creative and innovative solutions.
  • Represent the department’s interests when interacting with the public where there are sensitive, complex issues, including forest management activities.
  • Act as the department’s representative in responding to constituent or business partner inquiries.

Other Duties as Assigned
  • Perform other job duties as assigned. May be asked to work evenings, holidays, and weekends.
  • Attend monthly district meetings and other formal training sessions periodically.
  • Participates in region committee and activities (safety, employee advisory team, employee recognition committee, etc.) as assigned or determined through discussions with the supervisor.
  • This position may voluntarily participate in DNR’s emergency fire suppression efforts; if so, successful completion of pertinent training will be required. Filling in for staff assigned to fires is required as needed. Ensure that there is adequate staffing in your workgroup when working with the Recreation Manager to determine which employees may be dispatched to fires.

Qualifications

Required Qualifications:

  • An associate’s degree in forest recreation management, forest management, or related natural resource field; AND one year of professional experience working in a natural resources field;
    OR a combination of equivalent education and/or experience.
  • Experience in maintaining or building public recreational trails and facilities.
  • Experience working collaboratively with volunteers, user groups, and the general public on natural resources-related recreation.
  • Teamwork and/or Self-Management - Ability to work alone and in a team environment.

Special Requirements and Conditions of Employment:
  • This position is primarily a field position, working approximately 85% in the field and 15% in the office. Sustained vehicle operation for long periods of time (2-4+ hours) in all weather conditions is often required. Sustained outdoor work (4-6+ hours) in adverse weather conditions is often required. Must be able to cover reasonable distances per day in the field on moderate to very difficult terrain. Must be willing to work alone and in remote terrain and in all weather conditions.
  • This position requires some traveling alone between work/field sites in the region. Travel and overnight stay may be required for training. During some training assignments, lodging and meals may be provided in a camp and/or dormitory environment.
  • Successful completion of ATV/UTV/Trailer Towing safety training during the probationary period.
  • A valid unrestricted driver’s license and two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications:
  • A bachelor’s degree involving major study in forest recreation management, natural resource, or related field; AND two (2) years of professional field experience in forestry, resource, or park management (state or federal), natural resources recreation management, or a closely related natural resource field.
  • Knowledge of: DNR and USFS trail design standards; maintenance standards and various maintenance activities associated with recreation facilities, including trails, trailheads, and day-use facilities; and methods and practices of construction activities.
  • At least two years’ experience supervising and evaluating employee or work crew performance.
  • Knowledge of grants, processes, and procedures.
  • Knowledge of contracts and contract management.
  • Familiarity with the Washington Department of Natural Resources' public use and trust land management responsibilities and practices.
  • ORV, equine, hiking, and mountain bike riding skills, as well as strong outdoor skills.
  • Conflict resolution experience.
  • Experience with education and enforcement in a natural resource program.
  • Working with volunteers or experience as a volunteer.
  • Advanced knowledge of software (PowerPoint, photo editing, Excel, Microsoft Project, and Word), including experience in the use of GIS and GPS technology and software.
  • Knowledgeable of forest management activities, forest-based land-use law, recreation-use law, and practices; and the HCP.
