As the Senior Operations Manager, you will be the key driver of operational excellence, overseeing the strategic direction, execution, and management of our IT infrastructure and services. Your expertise will enable the CIO to focus on high-level strategic vision, while you ensure seamless implementation and application of IT solutions that propel us forward. Your ability to deliver efficient, cost-effective, and innovative IT services will directly influence the success of our organization.

You’ll lead a high-performing team of IT professionals, guiding them through critical areas such as network architecture, enterprise infrastructure, and service delivery. In this role, you’ll be at the heart of fostering a strong IT culture, ensuring that all IT functions are not only aligned with the organization’s current objectives but are also future-proofed to meet evolving business needs.

Duties

Responsibilities:

  • Align IT-enabled services and service levels with evolving business needs, including identifying, specifying, designing, publishing, and monitoring of IT services, service levels, and performance indicators.
  • Maintain accountability for the quality and performance of all the services delivered by the IT Infrastructure team.
  • Direct key activities such as service development planning, key performance monitoring, utilization monitoring, maintenance and operations, resourcing, and development of the IT Operations budget, ensuring alignment with operational needs to provide quality services to staff.
  • Ensure the delivery of timely and effective responses to user requests and incidents, restoring normal service operations, and continuously improving the incident management process.
  • Develop, implement, and maintain policies and procedures associated with IT Infrastructure service management.
  • Lead and manage IT infrastructure teams responsible for Datacenter Operations, Network Infrastructure, System Administration, Desktop Engineering, and Enterprise Architecture.
  • Oversee and maintain accountability for the IT Infrastructure and Operations project portfolio.
  • Ensure high availability and reliability of critical business systems hosted by the Agency.
  • Identity and address technical debt, and lead infrastructure lifecycle planning to ensure scalable, secure, and cost-effective technology investments.
  • Manage staffing strategy and resource planning, including skill development and workforce capability needed for maintenance and operations success.
  • Oversees integration and coordination between external technology systems (e.g., other agencies, vendors, and/or natural resource organizations) and the agency’s IT systems, including support for secure and efficient data exchange.
  • Ensure continuity of core daily operations, including site-to-site network connectivity, internet access, device provisioning and access, data access, and IT service availability across all agency locations.
  • Leads IT Change Management practices, ensuring changes, standard and emergency, are implemented in a controlled, secure, and efficient manner with minimal disruption to business processes and operations.
  • Oversee full lifecycle management of IT assets, ensuring operational readiness, inventory control, financial responsibility, and physical protection.
  • Ensure effective configuration management of infrastructure systems and services, including operational documentation, change tracking, and alignment with business needs.
  • Direct vendor relationship management, including contract oversight, performance monitoring, and alignment of vendor services with agency Infrastructure needs.
  • Leads and manages staffing and personnel activities for the IT division Operations employees, including defining roles, developing position descriptions collaboratively with HR, peer and direct report coaching, supporting staff performance and development in alignment with ITD goals, union contracts, and state/agency policies.
  • Collaborate with the CIO and IT Management team to regularly assess the strategic roadmap for ITD and agency-wide technology investments.
  • Represent the agency on statewide committees and working groups, influencing enterprise-level WaTech IT policies and priorities on behalf of the CIO.
  • Lead efforts to improve IT governance, using industry standard frameworks.
  • Facilitate enterprise infrastructure solutions that cross business domains and are interoperable, cost-effective, secure, and provide high business value to achieve agency strategic objectives.
  • Champion IT Strategic planning and initiatives, communicating the value of changes and aligning staffing, architecture, and investments accordingly.
  • Serve as an executive sponsor for key IT Operations projects to assure they align with the DNR IT Strategic direction and are executed on time and within budget.

Qualifications

Required Qualifications:

  • A bachelor’s degree in Information Systems or a closely related field;
    OR an equivalent combination of education and/or experience.
  • Ten (10) years of relevant professional experience to include: Five (5) years of experience in progressive IT management experience, including directly supervising IT personnel in the area of technical infrastructure and its supporting systems.
  • Knowledge of principles and practices of multiple IT disciplines such as data management, IT security principles, local and wide area networks, data storage, and application architecture principles.
  • Knowledge of management principles with an emphasis on team building and effectiveness.
  • Knowledge of leadership/management techniques and principles in the areas of strategic and operational planning, budget preparation and implementation, personnel administration, and project management.
  • Knowledge of business continuity and disaster recovery.
