The Office of Financial Services is seeking a Financial Systems Analyst to work closely with key stakeholders in the research and development and modification of agency financial systems, providing consultative advice on the administrative, policy, programmatic and financial management aspects of ODHS/OHA. If you are skilled professional with financial software or accounting systems experience, consider taking on a key role in our team as the (Financial Systems Analyst, Operations and Policy Analyst 2, with the Office of Financial Services) for the Oregon Department of Human Services (ODHS).

About Office of Financial Services

The Office of Financial Services (OFS) operates as a shared financial service for ODHS and Oregon Health Authority (OHA). The Office of Financial Services (OFS) provides leadership and management, fiscal policy direction, financial systems management, and coordination of core financial accounting, payroll, and financial reporting services for ODHS and OHA.

OFS management leads and supervises staff in the areas of Financial Reporting, Taxation, Federal Grant Management and Reporting, Cash Flow Management, Proprietary and Governmental Fund Accounting, Revenue Application, Cost Allocation, Interface, E-Commerce, Accounting Structure, Accounts and Contracts Payable, Trust Accounting, Accounts Receivable, Payroll and Benefits, Cash Receipting, Treasury, and Account Reconciliation for ODHS and OHA.

The size, scope, and complexity of the financial structure of these agencies is the most complex in the State of Oregon. Currently OFS has approximately 150 full-time equivalent employees responsible for more than 20 financial systems and millions of dollars processed each week.

Summary of Duties

This position works with other program-specific financial analysts to implement financial solutions across both ODHS and OHA. This position is responsible for operational and policy changes as it relates to implementation of new state or federal programs, systems, and processes.

As a Financial Systems Analyst, you will:

Program Analysis

  • Coordinate with ODHS/OHA financial policy analysts and subject matter experts to evaluate, document and map current and future business rules, processes, and services.
  • Prepare recommendations and planning documents outlining compliance and alignment with project goals.
  • Facilitate the development of system and project performance measures.
  • Compile and monitor performance measurements.
  • Evaluate agency compliance with state, federal and program performance measurements; document findings and recommended actions to agency managers, including recommended training to support compliance with current and new regulations.

Systems Design and Improvement

  • Collaborate and negotiate with systems developers and programmers to ensure understanding of functional needs so systems designs will meet business requirements and maintain financial integrity, internal controls, and system reliability.
  • Analyze system business rules, processes, and objectives; identify data requirements; design/document system enhancement requests and system requirements based on assessment.
  • Design, document, and implement backup procedures for programming and processing errors.
  • Create or update system change documentation.

Legislative and Policy Analysis

  • Monitor state and federal rules and regulations and assist with developing system modifications to comply with new legislation.
  • Collaborate with OIS, accounting, and other necessary contacts to assure system compliance and adjust processes to align with established legislative statues, Generally Accepted Accounting Principles, federal regulations, and budgetary accounting, as appropriate.

Minimum Qualifications

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
  • OR;
  • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

Essential Attributes

We are looking for candidates with:

  • Experience with government accounting principles and controls.
  • Experience in developing, maintaining, and operating automated financial systems.
  • Proficiency in verbal and written communication skills.
  • Proficiency in Microsoft Office Suite or related software.
  • Possessing excellent customer service skills is crucial for interacting with both internal and external customers effectively.
  • Experience making formal and informal presentations to a diverse audience while exhibiting cultural humility.
  • Demonstrated skill managing a project through a full lifecycle, initiating, planning, executing, monitoring, and controlling and closing.

Working Conditions

  • This is a non-supervisory position in a typical office environment. Normal office hours. Occasional hybrid work.
  • Requires frequent use of a PC, which includes repetitious hand movement.
  • Works in close proximity with people and office equipment with frequent interruptions and distractions. Requires working with a wide variety of people, interpersonal contacts, and sensitive or confidential situations, which may occasionally expose the employee to challenging situations.
  • Some travel may be required. Regular and consistent attendance is essential.
