Join the Oregon Department of Land Conservation and Development (DLCD) as a GIS Coordinator, Information Systems Specialist 7, in our Data Management and Production Services (DMAPS) department. This position plays a pivotal role in modernizing GIS infrastructure and aligning geospatial tools with agency goals. As the primary authority on spatial data management, the GIS Coordinator ensures consistent data standards, fosters collaboration with federal, Tribal, state, and local agencies, and provides geospatial insights to support decision-making across a wide range of initiatives. This position also oversees the integration of geospatial tools into agency workflows, ensuring they are effectively utilized to meet organizational objectives and statutory requirements.

A day in the life. As the GIS Coordinator you will:
- Lead the development and implementation of GIS strategies and policies to support agency goals.
- Oversee the management of spatial data, ensuring data integrity, accessibility, and compliance with state and agency standards.
- Collaborate with federal, Tribal, state, and local agencies to coordinate data sharing efforts and foster partnerships that enhance geospatial initiatives.
- Facilitate collaboration across departments to integrate geospatial tools into workflows, ensuring alignment with agency objectives.
- Represent the agency in statewide GIS committees and forums and contribute to statewide geospatial initiatives.
- Develop and maintain best practices for data governance and quality standards for GIS workflows.
- Provide direction to other GIS staff, ensuring technical implementations align with the agency’s strategic vision.
- Lead training sessions and workshops to build GIS competency across the agency and ensure effective use of geospatial tools.
- Evaluate and prioritize agency GIS needs, identifying opportunities to enhance decision-making with geospatial insights.
- Monitor emerging trends in geospatial technology and recommend advancements to maintain the agency’s leadership in GIS utilization.

Minimum Qualifications
Five (5) years of professional experience in: GIS data management, spatial analysis, geospatial technology implementation, data governance, and project coordination.
OR
An Associate’s degree or higher in Geography, Geospatial Science, Environmental Science, Information Technology, or a related field, OR completion of a two (2) year accredited vocational training program in GIS or related field; AND four (4) years of professional experience in: GIS data management, spatial analysis, geospatial technology implementation, data governance, and project coordination.
OR
A Bachelor’s degree in Geography, Geospatial Science, Environmental Science, Information Technology, or a related field; AND two (2) years of professional experience in; GIS data management, spatial analysis, geospatial technology implementation, data governance, and project coordination.
OR
A Master’s degree in Geography, Geospatial Science, Environmental Science, Information Technology, or a related field; AND one (1) year of professional experience in: GIS data management, spatial analysis, geospatial technology implementation, data governance, and project coordination.
We’re Also Looking for:
- Experience managing GIS projects and implementing geospatial solutions.
- Knowledge of GIS data governance principles and data quality best practices.
- Proficiency with ArcGIS Enterprise and ArcGIS Online administration.
- Strong technical documentation skills, including metadata creation and workflow development.
- Ability to effectively communicate GIS concepts to technical and non-technical audiences.
- Familiarity with GIS data standards, versioned editing, and related best practices.
- Skill in using geospatial tools for analysis, map creation, or application configuration.
- Knowledge or experience with programming, geoprocessing models, or application development to effectively inform technical work.

- The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
