Summary of Duties

As the OHDS|OHA Administrative Rules Program Manager, you will:

  • Supports all ODHS and OHA programs, many of which are joint federal and state programs, in coordinating, aligning, and overseeing shared policies, guidelines, and administrative rules.
  • Be responsible for developing and implementing policies and processes across both agencies.
  • Provide agency leadership, managers, rule coordinators, and rule writers with consultation services on the rulemaking process and the Administrative Procedures Act.
  • Work with agency tribal staff to facilitate the construction of standardized policies, forms, and communication channels around tribal participation in rulemaking.
  • Facilitate and lead training and relationship building across agency rule coordinators, hosting meetings that include training opportunities at least once each quarter.
  • Be responsible for administrative record keeping; creating and maintaining centralized accounting for rulemaking actions; maintaining the five-year rule reports for each agency and meeting statutory requirements for reporting to the Oregon Secretary of State's office.
  • Be responsible for legislative and legal implications for the rulemaking policy or process across both agencies.
  • Ensure the Policy and Rules Program compliance with federal and state requirements and best practices.

Minimum Qualifications

A Bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills and five years of professional-level evaluative, analytical, and planning work.

OR

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Essential Attributes

We are looking for candidates with:

  • A commitment and experience in promoting equity, addressing bias, and creating an inclusive work environment.
  • Experience with program and agency Oregon Administrative Rules.
  • Experience in the entire rule-making process, including reviewing, making, and amending Oregon Administrative Rules, facilitating RACs, and submitting annual reports in compliance with ORS 183.403 across multiple departments and agencies.
  • Experience developing and presenting training and consultation on the rule-making process across multiple departments and agencies.
  • Experience developing and improving policy and process.
  • Experience facilitating implementations of policies, legislation, or program changes through consultation, training, and technical assistance across multiple departments and agencies.
  • Experience tracking, assigning, and auditing work assigned to work teams and auditing the quality of work produced across multiple departments and agencies.
  • Experience collaborating across multiple departments and agencies.
  • Skills in communication and feedback strategies that maintain professional exchange of perspectives.
  • Contribute to a positive, respectful, and productive work environment.
