Job Description:

The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.

The agency is comprised of three major operational programs: the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. Revenue generated from these programs helps support state and local government programs.

This position is with the Recreational Marijuana Program located within the Public Safety Program, which is exclusively authorized to make recreational marijuana available to consumers and licensed businesses through retail marijuana stores. The program also tracks the growing, transporting, processing, and selling of recreational marijuana products.

About this opportunity:

The role is based at our Milwaukie, OR headquarters office. Please note that the headquarters for the agency will relocate from Milwaukie to Portland, OR by the end of 2026.

Here’s what you will do:

This position provides professional-level analytical services and consultation regarding rulemaking, education and policy development to the agency director, commissioners and staff. This position coordinates with other agencies and analyzes policy issues that cross or affect other state agencies; develops and implements proposals, policies and strategies to address issues; develops legislative proposals and testimony; leads multi-agency or jurisdictional planning efforts to establish state policy and direction for agency programs; establishes and leads external and internal stakeholder groups in support of planning efforts; represents the agency on national committees that develop best practices for policies, legislative proposals and procedures. This position works with other commission staff to ensure educational materials are up to date, certified and reflect current laws and rules in the state. Minimum Qualifications

  • A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR

  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
