As the Project Manager, you will coordinate effective business analysis, project management and implementation of the replacement of the Agency’s core licensing and regulatory system. This system replacement involves multi-faceted, interrelated agency functions and includes license applications, land development filing, and case management modules for complaints, audits, investigations and violations. Various system modules will be used by agency staff, external partners. The replacement system will interface with external organizations, which will require data to be exported and imported, and will also include various customer portals.
Highlight of the position duties and responsibilities:
Coordinate aspects of the project to incorporate current and potential changes in policy, procedure and business processes for the agency, customers and partners, and plan for those changes accordingly.
Resource and coordinate the project related activities of the line staff, subject matter experts, Agency management, external stakeholders and members of the public; leading the $2.3 million information technology project.
Provide professional expertise to the Commissioner’s office and Agency divisions, business programs and IT.
Responsible for representing the requirements of the Agency and confirming they are met. They are to serve as the key contact person and coordinator of business stakeholders for the Agency on the system replacement project.

What We Are Looking For
Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work in large scale Information Technology project management. OR;
Any combination of experience and education equivalent to seven years of large scale Information Technology project management experience that supports the knowledge and skills for the classification.

Working knowledge of Oregon real estate laws and rules.
Project Management & Change Management Expertise - Business analysis and project management; Understanding of methodology and enforcement of project standards; Knowledge of program, project and portfolio management best practices; Demonstrated skill in Organizational Change Management (OCM) methodologies and practices; Expert proficiency in leading change management.
Proven ability to coach and provide training to junior member of the team.
Knowledge of state government processes.
Preference Statement:
Preference will be given to candidates with PMI Certification or Oregon Project Management Certification AND recent experience with IT projects consisting of 5000+ user base, software designed for cross programmatic or multiple business lines and $2m+ budget.

This position is eligible for hybrid remote work. In-office work may be required at our Salem office in a limited capacity on key project milestones. Terms of hybrid work and the work schedule will be discussed and agreed upon with the successful candidate and hiring manager.
