Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), Adolescent Health, ScreenWise, Reproductive Health Section in Portland, Oregon has a fantastic career opportunity for a Youth Health Survey Community Advisor (Operations and Policy Analyst 3) to coordinate survey policy, advisory, and assessment activities in schools and local communities, including legislative analysis across the Adolescent and School Health unit.

This is a full-time, permanent, classified position which is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?
As the Youth Health Survey Community Advisor, you will provide consultative advice on survey policy, advisory, and assessment activities in schools and local communities, as well as serving as a lead consultant to public health leadership on survey policy, planning, and external communications and collaboration.

This position identifies and makes decisions with considerable autonomy on priority long-range plans, goals, and objectives related to adolescent survey policy development and designing, conducting, and supporting local adolescent health research and program evaluation.

This position will:

  • Create partnerships with local school districts, Local Public Health Authorities, and community-based organizations to evaluate the effectiveness of school health policy, processes, and programs using survey data (like the Student Health Survey (SHS)) and other school and administrative data resources in support of state and local policy goals to improve the health of Oregon youth and to address health inequities
  • Use their quantitative, qualitative, and data visualization skills to translate SHS data into user-friendly products and tools to support health and education partner needs
  • Lead policy engagement work with youth in support of SHS and related policy goals, including co-leading the SHS Youth Data Council
  • Disseminate findings in a variety of formats including summary reports, presentations, and webinars to a variety of audiences including state and local public health, community partners and schools
  • Assess trends and population-specific findings (by race, ethnicity, gender identity, rurality, etc.) of SHS to guide adolescent and school health policy development
  • Plan projects related to SHS education and data usage

This position works with a wide array of internal (youth program leadership in Health Systems Division, Health Policy and Analytics, and Behavioral Health) and external partners (Oregon Department of Education, Oregon Department of Human Services, school districts, education service districts, Conference of School Administrators, and others) to promote adolescent health.

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Desired Attributes:

Masters degree in public health or social sciences is preferred which includes advance preparation in statistics, evaluation, and research design, specifically complex survey design.

Ideal candidates will have experience in the following areas:

  • Experience with adolescent and school health data, programs and policy
  • Supporting youth-led or youth-centered programs
  • Strong qualitative and quantitative analytic skills; experience using statistical and qualitative analysis software like R, Stata, SPSS, NVivo,
  • Strong data visualization skills; experience using data visualization tools such as Tableau
  • Strong oral and written communication skills
  • Strong partnership skills and experience working and communicating effectively with a diverse set of partners
  • Experience working with youth around data collection, analysis, and interpretation
  • Experience working with schools, school districts, community-based organizations, and/or local public health authorities

Working Conditions:

Requires occasional in-state and out-of-state travel with overnight stays. Requires occasional weekend and evening hours. The work of this role may be conducted remotely with full access to the needed operating systems and technology. There are times that the work will need to be conducted onsite.
