The Oregon Health Authority (OHA), Public Health Division (PHD), Office of the State Public Health Director (OSPHD in Portland, Oregon has a career opportunity for a Community Centered Health Equity Strategist (Operations and Policy Analyst 3) to coordinate and execute division-wide strategies to improve health equity and cultural responsiveness across public health sections and programs.
This is a full-time, permanent, classified position and is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.
What you will do!
As the Community Centered Health Equity Strategist, you will provide leadership at the center level within the Oregon Health Authority, Public Health Division, regarding health equity strategies. This includes organizing community events, conducting outreach, implementing community feedback programs, and developing strategies that are responsive to the needs of the Black, African American, African Immigrant, and Refugee communities, as well as the Urban Native/American Indian communities, Asian and Native Hawaiian/Pacific Islander communities, LGBTQAI2+ communities and other marginalized groups. You will ensure practice-specific approaches are aligned with the division and with section-level health equity workgroups and strategies.
What we are looking for:
Minimum Qualifications:
A bachelor's degree in public health, occupational health, public administration or closely related degree AND four years professional level experience coordinating a public health program or closely related healthcare program.
OR
Any combination of experience and education equivalent to 5 years of professional-level evaluative, analytical and planning experience related to a healthcare program.
Desired Attributes:
Demonstrated lived and/or more than 3 years working experience building and stewarding positive relationships with diverse community groups, including the Black, African America, African Immigrant and Refugee communities, Urban Native/American Indian communities, Asian and Native Hawaiian/Pacific Islander communities of color, immigrant groups, Tribal governments, the disabled communities, LGBTQAI2+ community and other traditionally marginalized communities.
Experience in effective delivery of culturally responsive and inclusive services, including evidence of ongoing personal development on unconscious bias, health equity, anti-racism, diversity and inclusion.
Experience working collaboratively across organizational units toward shared agency goals.
Experience developing and presenting policy and program recommendations to management for approval and implementation.
Experience developing and executing comprehensive work plans and deliverables.
Experience working effectively with community members, key community partners and diverse work teams.
Extensive experience in and knowledge of principles and practices of large-scale project management.
Advanced knowledge and lived or professional experience with governmental public health systems and working knowledge of population health, workforce diversity and operational metrics.
Experience identifying and interpreting appropriate data sources to be used for policy decision making related to health equity.
Experience analyzing legislative policy for impact on health equity.
Demonstrated experience communicating with diverse populations.
Experience with facilitation, problem solving and coaching skills, with the ability to provide consultation and/or technical assistance.
Strong oral and written cross-cultural communication skills and experience.
Experience in presenting complex data to multiple types of audiences including workgroups, management teams, formal committees, stakeholder groups, and governing bodies.
Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.
Working Conditions:
This position may be conducted remotely with full access to needed operating systems and technology but at times will have work that needs to be conducted on-site and may require occasional travel across the state. The Portland State Office Building is located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

Paid Leave Days:
11 paid holidays each year.

The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS. If you are not yet PERS eligible, the 6.95% pay increase and employee contribution will be effective upon PERS eligibility.
