The Oregon Health Authority (OHA), Public Health Division (PHD), Office of the State Public Health Director (OSPHD), Policy and Partnerships section in Portland, Oregon has a career opportunity for a Tribal Public Health Liaison (Operations and Policy Analyst 3) to represent the Public Health Division (PHD) in providing cross-division and cross-program support and direct assistance to Federally recognized Tribes and the Urban Indian Program (UIP).
This is a full-time, permanent, classified position and is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.
What you will do!
As the Tribal Public Health Liaison (Operations and Policy Analyst 3), you will evaluate current public health programs and services, identifying administrative, programmatic and policy areas for improvement to ensure Tribes and the Urban Indian Program (UIP) are able to expand their public health capacity and expertise to provide foundational public health services in a transforming public health system. In collaboration with the Tribes and UIP, you will develop public health improvement plans, including system design, assessment, planning and implementation.
What we are looking for:
Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills. AND four years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
Desired Attributes:
Experience (work or lived) with Federally recognized Tribes.
Experience with commitment to personal and professional development to support anti-racism and health equity work.
Experience working within systems to support evolving public health systems and practices strategically.
Experience and ability to understand and articulate potential/actual impacts of program decisions and activities on the overall public health system.
Experience and ability to establish relationships with diverse staff and partners such as executive-level leadership, elected officials, program managers and frontline staff.
Experience and ability to use Microsoft Office programs to develop high-quality work products and to organize day-to-day work.
Experience in project management to coordinate complex projects to improve policies, procedures and processes that benefit the public health system.
Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.
Working Conditions:
The work of this role may be conducted remotely with full access to the needed operating systems and technology. There may be times when the work will need to be conducted on-site. The on-site location is located at 800 NE Oregon St, Portland, OR 97232.
In-state travel is required an estimated 3-5 days per month. Occasional out-of-state travel may be required.

Paid Leave Days:
11 paid holidays each year.

The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS. If you are not yet PERS eligible, the 6.95% pay increase and employee contribution will be effective upon PERS eligibility.
