Business Oregon, the state’s economic development agency, is currently hiring a Business Incentives Coordinator (Operations and Policy Analyst 4). If you enjoy analyzing complex issues, developing program improvements, and collaborating with stakeholders to support economic development initiatives, this may be the role for you. We are looking for someone who can combine analytical thinking, policy expertise, and stakeholder collaboration to strengthen and improve business incentive programs statewide.

Here’s what you will do:
Manage Tax Incentive Programs – Develop and coordinate program procedures, resources, forms, and administrative rules related to state tax incentive programs. Provide guidance to state and local partners on program requirements, procedures, and related issues.
Zone Designations and Boundary Changes – Coordinate designation and boundary change processes with local governments, including communication, procedural guidance, legal requirements, evaluations, and recommendations.
Business Development Technical Assistance – Provide guidance to businesses, consultants, and local government officials on Oregon incentive programs, tax benefits, eligibility requirements, and related business development resources. Support coordination between state agencies and local governments.
Program Evaluation and Policy Analysis – Develop reporting standards and data tracking methods to evaluate program activity and outcomes. Prepare reports and respond to requests from state agencies, legislative staff, and other partners.
Legislative Support – Assist with development and implementation of tax incentive and legislative concepts, including policy review, legislative tracking, stakeholder coordination, revenue impact analysis, and testimony preparation.
Federal Laws and Program Assistance – Support state and local participation in federal programs and designations by coordinating with state agencies and maintaining knowledge of relevant federal laws and programs.
Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years’ professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Experience developing reports, performance measures, or analytical products to support program evaluation, policy analysis, or operational decision-making.
Experience supporting legislative or policy-related work, including bill analysis, policy review, stakeholder coordination, testimony preparation, or legislative tracking.

The Business Services Division promotes business and economic development opportunities by removing barriers to business growth and job creation/retention. Services include assisting Oregon businesses and communities to access State resources, including incentive programs for public and private sectors. Incentive programs and assistance include business finance programs, global trade assistance, infrastructure financing and other community and economic development programs. Recruitment Officers, Regional Development Officers, Global Trade Specialists, analysts, program specialists and coordinators, and loan officers work collectively in partnership with Oregon businesses and local communities to achieve the State’s economic development goals. The Business Incentives Coordinator is a senior member of the Business Incentives team within the Business Services Division, working closely with multiple teams across Business Oregon and other state agencies to drive and advance program oversight, management, coordination, and analysis of the state’s key business incentive programs.
Business Oregon administratively manages the state’s Enterprise Zone Programming including the Strategic Investment Program (SIP), Enterprise Zone (EZ), Long-Term Rural Enterprise Zone (LTRZ), and Tribal Enterprise Zones (TEZ), providing extensive technical assistance services to diverse partners including; 74 statewide enterprise zone sponsors, cities, ports, counties, tribes, nonprofit organizations, tax assessors, zone sponsors, elected officials, legislators, and media.

This is a full-time management service, exempt position and is not represented by a union.
This is a PERS qualifying position. Employees new to the Public Employee Retirement System (PERS) will get a 6.95% base salary increase and will pay a 6% employee contribution to PERS, after an initial six-month waiting period.
