Job Description:

Legislative Administration is seeking an experienced Security Operations Technician to join the expanding Capitol Safety and Security team at the Oregon State Capitol.

The Capitol Safety and Security team is dedicated to protecting and supporting the Capitol while ensuring a safe and secure environment for state officials, employees, tenants, and visitors. The Security Office is responsible for daily building security operations through risk management, physical screening, electronic access control systems, video monitoring, and fixed security posts. The Security Operations Technician provides critical security support and serves as a liaison between staff, building occupants, contractors, vendors, and the public. This position plays an important role in promoting safety and maintaining security throughout the Capitol by delivering a broad range of operational and support services.

What this job is NOT: This is not a cybersecurity, information security, or IT systems position. It does not involve network security, digital forensics, or computer systems administration.

Key responsibilities include:

  • Assisting with building access control operations
  • Coordinating security protocols with contractors and vendors
  • Monitoring access control systems and alarm activations
  • Issuing and programming keycards, access credentials, hard keys, and parking passes
  • Processing mail and freight for security inspections
  • Supporting emergency response services
  • Assisting with visitor services and Capitol-related activities
  • Providing general building security and safety support

This is a full-time, continuing position located at the Oregon State Capitol. Remote work is not available.

Additional work history and experience of the successful candidate will include:

Knowledge of:

  • The wide range of functions performed by Security Operations
  • Multi-line telephones
  • Electronic physical security systems, including access control, CCTV, alarms, sensors, and duress systems
  • Access control database structures, credentialing workflows, and authorization management
  • Basic troubleshooting techniques for electronic security hardware and software
  • Security procedures, emergency response protocols, and access authorization standards
  • Screening and inspection practices for mail, packages, and personal property
  • Communication systems, including radio, telephone, and public address systems
  • Applicable State & Federal laws, policies, procedures, and general public safety practices

Skill in:

  • Standard office computer applications
  • Administering, updating, and auditing access control databases with a high degree of accuracy
  • Monitoring and interpreting multiple security systems and identifying irregular or suspicious activity
  • Performing hands‑on adjustments, minor repairs, and basic maintenance on security equipment
  • Coordinating with vendors and contractors on repairs, upgrades, and system improvements
  • Communicating clearly and professionally with staff, visitors, contractors, and partner agencies
  • Providing excellent customer service and applying de‑escalation techniques in a public‑facing environment
  • Operating security and communication systems effectively during routine and emergency situations
  • Writing clear, concise, and accurate reports and maintaining logs

Ability to:

  • Maintain confidentiality and demonstrate professionalism at all times
  • Collaborate effectively with security personnel, law enforcement, and other staff
  • Be resourceful and able to think critically to resolve issues
  • Maintain situational awareness while managing multiple responsibilities in a dynamic environment
  • Follow established procedures apply judgment when responding to incidents
  • Prioritize tasks and respond effectively under pressure
  • Work collaboratively with security personnel, staff, and external partners

Associate's degree in Security Systems Technology, Criminal Justice, or a related field and three (3) years of related experience.

  • The salary in this job posting reflects the base salary without contributions to the Public Employee Retirement System (PERS). Employees eligible for PERS will have their salary increased by 6.95% and 6% will be automatically subject to a mandatory employee contribution to PERS.
