Opportunity awaits! We are seeking a Database Engineer to join our team! This position ensures that ODHS's data infrastructure is secure, reliable, efficient, and scalable, enabling high-quality reporting, advanced analytics, and self-service BI capabilities. The role is critical to transforming complex transaction data into well-structured data warehouse models, including star schemas and semantic layers, that support agency-wide decision-making and equity-focused outcomes. The position functions as a technical expert within the ODHS Data Office program and collaborates closely with BI developers, data analysts, program managers, and external. partners to deliver integrated solutions. This includes implementing workflow automation, enforcing data governance and security practices, and supporting strategic initiatives that advance ODHS's mission through data-driven insights.

Summary of Duties

As a Database Engineer, you will:

  • Collaborate with cross-program and cross-agency professionals to identify data sources and design database models optimized for performance, scalability, and ease of use.
  • Partner with program personnel to develop data structures that enable self-service reporting and provide advanced support for data warehouse-related issues.
  • Design, develop, and maintain data solutions across on-premises SQL Server and cloud-based Snowflake environments.
  • Define and document enterprise processes for role-based access control (RBAC), encryption and data masking for new or enhanced applications to safeguard sensitive information and ensure alignment with ODHS data governance and security standards.
  • Define and establish metadata management standards, technical documentation processes and data lineage tracking for new or enhanced applications.
  • Apply best practices for indexing, partitioning, clustering, and caching to enhance system efficiency and scalability.
  • Troubleshoot complex database performance issues and recommend cost-effective, scalable solutions.
  • Collaborate with DBAs, data engineers, reporting teams, business partners, and leadership to align data solutions with organizational needs and reporting requirements

Minimum Qualifications

  • (a) Six (6) years of information systems experience

    OR

    (b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;
    AND
    four (4) years of information systems experience in:
    (agency will specify specific experience);

    OR

    (c) A Bachelor's degree in Information Technology, Computer Science, or related field
    AND
    two (2) years of information systems experience in:
    (agency will specify specific experience);

    OR

    (d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

Essential Attributes

We are looking for candidates with:

  • Advanced experience designing, and developing enterprise data warehouse solutions using SQL Server and Snowflake.
  • Experience designing and supporting ETL/ELT workflows using tools such as SQL, Azure Data Factory, and Python.
  • Experience designing semantic models, star schemas, DAX measures, and row-level security - RLS in Power BI Service.
  • Strong leadership, communication, collaboration, governance, and DevOps skills.

Working Conditions

  • This position generally works a standard work week that may involve irregular work hours at times of contract development and budget implementation and rebalancing. Infrequent travel throughout the state may be required.
