The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This position is eligible to telework on a full-time basis once the incumbent has gained the proficiency to perform work independently. The employee may occasionally be asked to work from the office or attend in-person meetings or events on an as-needed basis. The employee will be expected to meet in-person with their supervisor at least once quarterly.

Here’s what you will do:

As a Senior Policy Advisor, you will oversee major financial services programs regulated by DCBS and impacting other state agencies and boards by monitoring development and implementation of policies, procedures and priorities. Duties include:

  • Representing the agency and division by explaining program activities, policy issues and proposed legislation to legislators, federal and state agencies, the public and other stakeholders

  • Managing special projects related to financial services regulated by the Division

  • Managing and coordinating evaluations and reviews of division programs

  • Researching and developing legislation and changes to administrative rules

Here’s what you need to qualify:

Minimum Qualifications:

  • A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or related degree and five years professional-level evaluative, analytical and planning work

OR

  • Any combination of experience and education equivalent to eight years of experience in professional-level evaluative, analytical and planning work

Requested Skills:

  • Ability to communicate effectively and collaboratively, both orally and in writing, to a broad spectrum of executive, management, professional, technical and support staff within the department, other state agencies, and the public

  • Policy development and strategic planning

  • Ability to facilitate meetings and committees and work with people who have diverse interests

  • Ability to understand and communicate how policy changes may affect the public and the financial services markets

  • Knowledge of legislative and rulemaking procedures and format

  • Good public relation skills

  • Ability to draft rules and legislation

  • Preference may be given to candidates with a J.D., and/or candidates that have an in-depth knowledge of the finance industry, financial regulatory policy and/or consumer advocacy

Additional information:

  • Per the Pay Equity Law passed in 2017, an employee pay assessment will be conducted to determine what pay step the successful candidate will be offered. The assessment will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.

  • The salary range listed is the non-PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
