The primary location for this position is flexible and will depend on the selected candidate. The position may be based at any of our Department of Corrections locations statewide.

This recruitment is available for current regular status employees of the Oregon Department of Corrections or Oregon Corrections Enterprises.

About the Job – Your Role

As our Electronic Health Records Technical Analyst, your primary purpose is to work with Health Services’ staff and the Electronic Health Records (EHR) vendor to maintain the EHR software product and determine the best way to enhance, update, or modify the software and report tools to meet user needs.

In this position you will conduct comprehensive analysis, planning, and development for the EHR, to include routine maintenance to existing system components as well as system modifications. You will work closely with the vendor and will be a key point person on the different options available to solve a business challenge. You will be expected to be completely familiar with the details of the system and maintain appropriate system documentation.

You will review the different options within the EHR software product and determine the best way to modify the software to meet user needs. Also evaluate employee needs, business processes and workflows to determine the best options for enhancements to the EHR system. Must understand how multiple layers of information work together. You will decide the best ways to build reports, create metrics, document processes, identify operational barriers, and locate solutions. These decisions will reduce unplanned downtime and productivity losses. Accurately maintaining and enhancing the system will result in an EHR that supports quality health care, data collection, and continuity of care.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; AND two years professional-level evaluative, analytical, and planning work.

OR

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

Requested Skills

The ideal candidates will thoroughly demonstrate on their application they have experience in the following:

  • Building reports using tools such as

    • SQL

    • SQL Server Reporting Services (SSRS)

    • PowerBi

    • Microsoft Report Builder

  • Working with an electronic health record system

  • Building forms or EHR components using clinical forge (Java script)

Required

  • Valid driver’s license

  • ODOC or OCE current regular status employees

Working Conditions

Working conditions may include overnight and weekend travel, contact with adults in custody (AICs) in the institutional setting, making presentations to outside groups. Position may require travel to all ODOC facilities and conferences/meetings as required.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, there may be some felony convictions that could disqualify you for this position.
